An expanded meeting of the Board of the Ministry of Justice of the PMR is dedicated to the results of activities in 2019. Three reports were voiced. The main indicators of the Ministry of Justice of the past year, as well as the tasks and plans for the current, were informed by the Head of the department Alexandra Tumba. According to her, in the reporting period, a legal examination of 2204 acts was carried out, among which laws, draft orders, decrees, resolutions and various departmental documents, more than fifty legal acts, including draft laws, were developed. Alexandra Tumba highlighted the amendments introduced on the instructions of the President to the PMR Criminal Code aimed at improving the mechanism for the enforcement of judicial acts (we are talking about debtors). Another of the designated legislations is designed to expand the competence of bailiffs. Speaking about the specialized public service, the minister spoke about the introduction of an electronic information system and an interdepartmental electronic document management mechanism. The Head of the department focused on activities aimed at improving the qualifications of employees. Corresponding courses are held at the Juridical Institute in Tiraspol.
Alexander Tumba devoted a part of the report to the registration and notary services, noting a significant increase in indicators in the field of registration of business entities. There are 14% more commercial organizations registered than in 2018, and 16% of individual entrepreneurs. At the same time, a third less than a year earlier, organizations issued a cessation of activity. In the reporting period, the activities of the public services portal were significantly expanded. Now, for example, you can order the registration of an individual entrepreneur in electronic form. This opportunity has so far taken advantage of only 14 people. More often they turn to the portal (580 requests during 2019) for providing extracts from the state register of legal entities. In 2020, it is planned to expand the list by including in it the services of registration of peasant farms and legal entities. Positive changes are observed in the field of registration of rights to real estate: the registration period is reduced to 3 days. The minister noted the return to the State Service of Documentation and Archives of Pridnestrovie of metric books of more than a century. Alexandra Tumba indicated the good condition of these archival documents. Among the problematic aspects, the Minister singled out an insufficient number of staff units in the republican registry office and specialists necessary to replenish the electronic database. In addition, there are difficulties associated with the lack of current information in the village councils. There are questions to equip the premises of the republican registry office.
Significantly compared with previous years, the volume of work performed by inspectors of the State Oversight Service has increased. They carried out 2568 control events. At the same time, the number of citizens' appeals decreased (1450 in 2019, 2098 in 2018). The main topics are violations in the field of housing and communal services, construction, consumer rights, and veterinary legislation. Based on the results of inspections, 760 orders and 332 submissions were issued, 724 protocols on administrative offenses were compiled.
The number of enforcement proceedings received by the relevant civil service increased by five percent (81251 units). Bailiffs recovered 98.2 million rubles from the budget and extra-budgetary funds, as well as the income of organizations and citizens during the year.
Speaking about interaction with various bodies of state power and administration, as well as the public, Alexandra Tumba spoke about quarterly seminars for representatives of the business community, noting that interest in them was extremely low in the Grigoriopol and Dubossary districts.
The first deputy minister Vitaly Ishchenko, the head of the service, spoke about the operational activities of the units of the State Service for the Execution of Punishments of the PMR Ministry of Justice. According to the data at the beginning of this year, there are 3316 people in institutions and units of the State Penitentiary Service (148 fewer than in 2018). 1824 citizens were deprived of their freedom. 660 people arrived to serve the sentence in 2019 (949 during 2018). 598 convicts were released from custody, 33 of them - on parole. Totally 104 materials were sent to the courts on the issue of parole.
In the reporting year, there were some crimes committed by the “special contingent”: 12 offenses were recorded. In addition, 15 cases of the delivery of prohibited items to the penitentiary institution were registered.
Registered in the Inspectorate of the State Penitentiary Service are 963 persons sentenced to sentences not related to imprisonment. 610 people were treated for alcoholism and drug addiction in the medical labor dispensary in 2019. The incidence rate of tuberculosis among prisoners remains high. Vitaly Ishchenko noted that the lack of medical facilities and qualified personnel in the penitentiary institutions of the republic is a serious problem. Another one is the employment of convicts. The only enterprise operating within the framework of the penal system is the state unitary enterprise Ostrog. It employs 108 people. The main types of production are sewing, carpentry, production of building materials and metal products. The company is developing new directions, updating equipment. Development of sales markets remains problematic.
Valentin Grabko, the Head of the PMR State Social Insurance Institution informed in detail about the activities of the civilian judicial executors,. According to him, the service is staffed by 88.7%. In the reporting year, a fairly high staff turnover was observed. Changes have occurred in the structure of the civil service: divisions of Tiraspol and Bendery, previously united, are now separate structural units. Complex inspections were conducted in the Dubossary and Grigoriopol departments.
Valentin Grabko congratulated his colleagues on the 17th anniversary of the establishment of the State Service of Bailiffs, which is celebrated today.
After listening to the speakers, the PMR President emphasized the importance of the activities of the Ministry of Justice, noting the positive changes that are observed at the end of the year. Vadim Krasnoselsky focused on some aspects. Speaking about the system of execution of punishments, the President emphasized that the form of punishment of convicts is imprisonment. The rest of their rights must be respected. Health is one of them. The President said that the relevant departments should closely deal with the issue of technical equipment and the provision of qualified personnel to the medical facilities subordinate to the department. Firstly, it is necessary to direct part of the funds allocated from the state budget to the health care system for the acquisition of equipment for medical units in prisons; secondly, devices that are replaced with more modern ones in the central hospitals and polyclinics of the republic can be redirected there, Vadim Krasnoselsky considers. The Head of State called the problem of the spread of tuberculosis serious. The republic will have to complete, at its own expense, the project launched by the ANO “Eurasian Integration” on the construction of a hospital building.
As for the personnel problem, it can only be solved if the level of material incentives for health workers working in the penitentiary system is increased, the President noted, emphasizing the special conditions of their work. He instructed the Government to study the possibility of increasing the salaries of this category of medical workers.
The President focused on the subject of parole of convicted citizens. He considers the consideration of materials and the adoption of decisions by the courts the most fair and effective. Vadim Krasnoselsky called for improving this mechanism and paying increased attention to this area.
The President spoke about the activities of state unitary enterprises subordinate to the Ministry of Justice. He emphasized the social significance of these enterprises, noting that at the same time they are business entities, and their activities should be economically feasible.
The President positively assessed the operation of the e-democracy mechanism, noting that this practice is closely interconnected with popular control, which is legislatively fixed and effectively operates in Pridnestrovie.
Concluding his speech, Vadim Krasnoselsky noted that he appreciates the work of the PMR Ministry of Justice, and aimed at its fruitful continuation.
