Heads of state administrations, reporting on the state of affairs on the ground, noted with regret that not all citizens are aware of the danger of bad weather and often ignore warnings and recommendations. Help had to be provided to people who went with their children to Chisinau for competitions despite warnings. There are many similar examples.
