The President considered it necessary to personally check the progress of the repair and construction work at the Rybnitsa Central District Hospital. The facility is being renovated under the Capital Investment Fund program. More than seven million rubles were allocated for it in 2023, and almost a million more in 2024. The reconstruction covers the purulent surgery department, surgery No. 1 and the operating block. The issue of the bad faith of the contractor involved in the facility was raised earlier at meetings. According to contractual obligations, the repairs must be completed by October 30 of this year. The deadlines specified in the contract are clearly being violated. The head of the district reported that representatives of the construction company did not show up for meetings held to clarify the situation. The number of workers at the construction site does not correspond to the volume of work, according to him. The medical facility staff and hospital patients complain about the extremely cramped conditions in which medical services are provided, the hospital's head physician Angelina Moldovskaya told Vadim Krasnoselsky. Operations are performed in adapted premises. The so-called clean surgery department is 80% ready. The other two units are not ready to be commissioned tomorrow either. The contractors indicated in a conversation with the President that they would make every possible effort to ensure that the facility is ready by the end of the year. Vadim Krasnoselsky noted that he welcomes the desire of the work teams to take on large-scale projects, but still calls for a realistic assessment of the capabilities and not to let down customers. The President considers that constant monitoring by the customer ministry and the local state administration is necessary. The situation with the Rybnitsa hospital is not critical, the bulk of the work has been completed, and the organization working on the site will complete what has been started – this is the presidential decision. Vadim Krasnoselsky asked whether the furniture and equipment have been purchased. According to the head physician, most of it is already waiting for installation. Vadim Krasnoselsky drew attention to the hospital corridors. The institution plans to repair them on its own.
The President asked about the condition of the roof. Its area is 3300 square meters. They are renovating the whole thing. A separate organization is doing the roofing work. They are currently making a hipped roof over the utility block, neurological, cardiological and therapeutic departments. 846 thousand rubles have been allocated from the republican budget for this year.
Minister of Healthcare Kristina Albul and the head of the Rybnitsa hospital Angelina Moldovskaya in a conversation with the President mentioned necessity of building a new morgue building. The option of placing it next to the medical institution is being considered.
