The Head of State Administration of Kamenka District and Kamenka summed up the past year

The Head of State Administration of Kamenka District and Kamenka reported to the President that the document management of this authority amounted to 5213 in 2018. Active work was carried out with citizens. 1047 written complaints were received in the reporting period, 39 of them - collective. Residents of Kamenka turn to the authorities much more often than residents of rural settlements. About two hundred people attended a personal reception of the Head of State Administration. 73 meetings were held. According to the report, serious work was done in 2018 to process registry data on the numbering of real estate objects. The cost estimating documentation was compiled for 26 objects, including houses of culture, art school, educational institutions, park named after P. Wittgenstein.

Vladimir Bychkov announced the main vital signs of the district in the course of the meeting at the presidential office, where besides the Head of the district, the Head of the Presidential Administration of the PMR and Kamenka deputies were invited. According to the number of inhabitants it is the most populated (19.181 people). 174 children were born - equally boys and girls during the year.

Positive changes are observed in the socio-economic sphere. The total income of the district in 2018 amounted to 68.8 million rubles, their own - 34.3 million. Tax payments, the amount of which exceeded both the data of the previous year and the planned figures is significant share of receipts to the treasury. Republican transfers and subsidies remain a major financial aid. District expenditures were planned in the amount of 71.7 million rubles, 67 million were allocated, two thirds of which were aimed at remunerating state employees and paying vacation pay to teachers, said Vladimir Bychkov. There are 166 enterprises in the sphere, 12 of them are newly created. KVINT was the largest taxpayer in 2018. Local Municipal Unitary Enterprises are in the top five. There are four of them in Kamenka. Almost all worked in a significant plus, compared with 2017. The market, for example, increased profits 12 times. The income of housing authority was increased by 59% (3.8 million rubles). According to the Head of the district, the increase in profitability of the enterprise is associated with an increase in the volume of work performed on the construction and repair of buildings, structures, collection and removal of solid household waste, as well as the provision of services for the maintenance and repair of housing stock. At the expense of the profits, equipped with a lifting device truck and specialized equipment for cleaning sidewalks and other equipment and inventory were acquired.

Positive dynamics are outlined in the sphere of individual entrepreneurship. The number of patent holders is growing (+ 11% compared with 2017). 1311 people are self-employed. More than two hundred peasant farm enterprises have been registered (552 patents have been issued to citizens employed in peasant farms) at the moment. The Head of the district told about the creation of more than forty peasant farm enterprises in the near future. Vladimir Bychkov considers the allocation of additional land to peasant farm enterprise as an important aspect attracting citizens to the small business of the agricultural direction.

In general, the area of ​​agricultural land of Kamenka district is almost 24 thousand hectares. Mainly this is arable land. The agro-industrial complex of the region is represented by 14 enterprises. The main type of agricultural production is the cultivation of grain, industrial, feed and horticultural crop. Practically good indicator of yield was recorded in all directions last year. Viticulture volumes decline is noted. According to Vladimir Bychkov, this is an area where product quality is much more important than its quantity. The head of State Administration stated that livestock industry was less developed in the region. The indicators remained at the level of last year.

Cannery remains the largest manufacturer of Kamenka. It employs 185 people. Vladimir Bychkov told the President that the volume of produced goods last year was 3.5 times higher than in 2017, while sales revenues decreased. Vadim Krasnoselsky noted that he had repeatedly focused on management to the importance of the work of marketing services. President assigns to advertising an important role in business and industry. According to the President, it is not enough to produce quality products, we must be able to make the consumer interested.

The head of the district called the indicators of the road sector the best (in the past decade, at least). Road service department completed work during the year for an amount exceeding the planned by 1.7 million rubles. Speaking about further work to bring the roads into proper condition, the President focused on the fact that concreting is justified: such a roadway surfacing is economical and durable. At the same time, Vadim Krasnoselsky noted, the approach to choosing between asphalt, concrete and paving slabs should be reasonable - based on the functionality of the surfacing. In addition, the President drew attention of the Head of Kamenka to the expediency of organizing his own production of paving slabs in the region.

They do not remember such activity in the sanatorium "Dniester" in Kamenka as last year. During the year, 8373 people underwent a health course here (43% more than in 2017, which was also recognized as very successful). The income of the company amounted to 30 million rubles. 5 floors of the bedroom building were put in order, air conditioners, TVs and new furniture were purchased, the area in front of the building was laid with paving slabs, works on the organization of parking spaces were completed by means of the profits. An important promising project is the construction of polyclinic building. Vladimir Bychkov told the President that it will be possible with its opening to free up additional rooms in which medical rooms are located today.

Targeted programs are another significant direction in the work of State Administration of Kamenka. According to the Head, all of them are executed in full. Separately, Vladimir Bychkov focused on the results of the implementation of the capital investment program. Thanks to the funds (only 12 million rubles), 9 objects of education are put in proper condition. 3.2 million allocated to the healthcare industry. Significant for residents of the villages of Kamenka district is investing in the expansion of the water supply system. Vladimir Bychkov informed the President about the availability of savings. Vadim Krasnoselsky noted that the principal position is to keep this money in the region. According to the President, if thanks to a rational approach the local leadership managed to save money, they should be directed to the development of the district. Construction and repair work at 6 sites in Kamenka will be financed from the capital investment fund in 2019. The total amount is 6.2 million rubles. It is planned to build 14 playgrounds - 6 in the city and 8 in the countryside at the expense of the fund. The 2019 program did not include the Wittgenstein park, but residents of Kamenka do not give up hope of starting its improvement in the near future. In this regard, the President recalled that it was the local administration, when submitting the application that determines the priority for the allocation of funds under the capital investment program.

Vladimir Bychkov said that work on the development of the infrastructure of the Kamenka district was carried out at the expense of other sources of funding. Among them there are the programs of state-owned companies, as well as funds of local residents who collected 1.2 million rubles for a number of works on water disposal and gasification of settlements. In general, about 28 million rubles were invested in the infrastructure during the year, the Head of state administration stated, noting that Kamenka and 13 villages of the district do not remember such attention.

Concluding the conversation on the situation in Kamenka district, the President noted that the activities of the administration is satisfactory. According to him, there is a personal interest of the leadership in achieving a positive result and constructive interaction of the branches of government, the public, economic entities. An important aspect on which the President focused attention, aiming at the continuation of effective work, is the improvement of rural settlements. According to the President, the availability of light, gas and water should become the norm for the life of rural residents.
