It was noted in the course of the meeting of the Operational Headquarters under the PMR President for prevention of the spread of coronavirus that a third of the adult population was vaccinated in Pridnestrovie. The revaccination mechanism has been established. There is a well-coordinated system of informing the population and registering citizens who took part in the vaccination campaign. Specially created teams carried out verification activities at vaccination points. The revealed violations are insignificant and are of a single nature, stated the Head of the Operational Headquarters Vitaly Neagu. It was about organizing the uninterrupted operation of medical institutions during the New Year holidays. Vaccination points and PCR laboratories will work seven days a week in addition to hospitals. Crisis centers will suspend operations from noon on December 31 till 15:00 on January 1. The same schedule is prescribed for the Christmas days: a break in the work of the centers is provided from 12:00 on January 6 to 15:00 on January 7.
Taking into consideration that the incidence of coronavirus in the republic is declining (the decline in indicators is recorded for the ninth week in a row), the bed capacity is decreasing. It is planned to close the infectious diseases hospital temporarily deployed on the basis of the capital's hospital of veterans this week. This facility does not admit COVID patients. The discharge of the recovered is nearing completion. Disinfection measures are to be taken. The number of beds in the infectious diseases hospital at the RCH has been reduced to 365 units, to 270 in the Slobodzeya hospital, to 151 in the Dubossary hospital, to 120 in the Rybnitsa hospital. The COVID burden on the Bendery city hospital is still high. It was decided in this institution to leave more than 250 hospital beds for coronavirus carriers operating. It was decided at the same time to return to the standard operating mode of the Center for mother and child of Bendery. Children with COVID-19 will be treated in Tiraspol or Slobodzeya infectious diseases hospitals. The facilities of the Bendery Center for Mother and Child are needed to provide other medical assistance to minors. As the annual practice shows, the number of visits to the children's medical institution during the New Year holidays increases markedly, emphasized the Head of the Ministry of Health Christina Albul.
The topic of holding New Year's parties for children was discussed in the course of the meeting. Numerous requests were received to allow parents to take part in activities in kindergartens and schools. Members of the Operational Headquarters are unanimous in the opinion that this is unsafe and fraught with the spread of infection. The indicators of childhood morbidity have declined, and it is unacceptable to risk provoking new outbreaks, the meeting noted. It was decided to allow the presence of adults at the matinee only if there is a certificate on the hands of a negative PCR test result. The document is valid for 72 hours.
Another issue discussed by the members of the Presidential Headquarters was the cost of treating carriers of the coronavirus. State expenses in this direction are made up of such items as salaries of medical personnel, medicines, personal protective equipment, dressings, food, research of biomaterial samples and examinations using specialized medical equipment, etc. The cost of hospital stay and treatment of one adult patient of a second-level hospital with a mild course of the disease is 294 rubles per day, with an average of 1291 rubles, in difficult cases – 3279 rubles. Children's hospital treatment costs from 619 to 842 rubles daily. State costs for providing medical care for home treatment of coronavirus from 43 to 55 rubles per day – depending on the patient's age (excluding computed tomography, which is carried out at the expense of the budget as needed; the cost of the examination is 306 rubles). Vadim Krasnoselsky noted that each wave of COVID-19 costs the Pridnestrovian budget approximately 100 million rubles. The PMR President noted at the same time the effectiveness of the mechanism for treating carriers of coronavirus at the expense of the state and emphasized that receiving medical care is a constitutional right of citizens of Pridnestrovie.
At the meeting ending in 2021, it was noted that during the year the members of the Operational Headquarters met 67 times. As a result of the meetings, more than six hundred decisions were adopted, which were the basis for working instructions. Vadim Krasnoselsky called the work of the Operational Headquarters effective, expressing gratitude to everyone involved in the fight against COVID-19.
The next meeting of the Operational Headquarters under the President will be held on January 3, 2022.
