The Head of State Administration of Rybnitsa district and Rybnitsa Vyacheslav Frolov informed participants of the meeting organized at the Presidential Administration of the PMR, on the results of activities in 2018. The presented report accumulates information about the living standards of the population of the district, demographic situation, state of affairs in the labor market, criminal situation, and social activities. Detailed information is presented about the budget and social policy, economic indicators, execution of targeted programs, work of housing and public utilities, road sector and other spheres of the district’s life.
Before voicing the main data, Vyacheslav Frolov emphasized that the activities of State Administration of Rybnitsa were aimed at maintaining social stability and creating conditions for economic development in the reporting period. According to the Head, today the population of the district is 67.423 people. Two thirds are city dwellers. The average salary (excluding small business representatives) is 4.506 rubles (+ 14% compared with 2017). Production increased by 51% and amounted to 5.2 billion rubles. The local budget received 227.1 million rubles (12.8% more than planned). 213.2 million spent. 4533 small and medium-sized businesses operate in the district. The number of issued patents increased in comparison with 2017 by 326 units. The agrarian and industrial complex of the region is represented by 60 agricultural enterprises and 520 peasant farm enterprise. The main industrial enterprises are MMZ and RCP. Both increased production last year. The metallurgical plant, according to Vyacheslav Frolov, provided with tax deductions almost a quarter of the local budget revenues.
Speaking about the implementation of three programs - capital investments, capital repairs and maintenance of housing stock, social and cultural facilities and landscaping, the Head noted that 70% of program activities were financed (5.8 million were allocated from the planned 8.2 million). Indicator of execution is similar. The programs included buildings of the village councils in Kolbasna, Mokra, Bolshoy Molokish and Stroentsy, as well as the state administration of the region. In addition, in 2018, the work was carried out at the facilities of the public education department, culture and sports organizations.
Attention in the reporting period was paid to the housing and utilities sector: water supply networks and sewage treatment plants were built, the roofs of multi-storey buildings were repaired, and the entrances were repaired. The situation with the provision of gambling sites and sports grounds has been significantly changed. Funds for the program of execution of orders of voters are also aimed at accomplishing this task. Totally, 15 children's complexes were built in the district and 4 sports grounds were equipped. It is planned to continue work in this direction in 2019. Emphasis will be placed on the organization of play and sports areas in the villages of the district. The activities aimed at providing street lighting in rural areas will be continued according to the presidential instructions.
The President will be informed about the situation in this sector as a whole in the republic in the near future. Vadim Krasnoselsky will conduct a meeting, during which Heads of cities and districts will report on the state of lighting for each locality.
As for the plans for the current year: the program of capital investments-2019 included 12 Rybnitsa facilities (the amount of funding was 11.2 million rubles), including MOCs of the villages of Broshtyany, Vladimirovka and Ivanovka. It is planned in the current period to complete the overhaul of the infectious disease unit of the central hospital, repair the roof of the medical building of the pediatric inpatient hospital, bring the building and premises of the Popenko boarding school to a proper condition. The overhaul is to be carried out in several schools, as well as in the building of the district court.
According to Vyacheslav Frolov, the stadium, the Yubileiny sports complex and the swimming pool require attention. The President in this regard noted that the approach to improving the sports infrastructure should be systematic. It is necessary to calculate the prospect of creating centers, rather than pointless, non-functional objects, for perspective, Vadim Krasnoselsky emphasized. The principle of creating recreation areas should be similar. Children's sports grounds need to be equipped with the possibility of further expansion and development of leisure areas, the Head of State has aimed.
In general, the President estimated the work of State Administration of Rybnitsa following the results of 2018 as satisfactory. He called on the participants of the meeting - the Head of the district administration, parliamentarians representing the interests of inhabitants of Rybnitsa in the Supreme Council - to consolidate their approach to solving all issues, setting priorities taking into account the opinions of residents. Spending should be thoughtful and effective, Vadim Krasnoselsky emphasized, recalling that the local administration is responsible for the effectiveness of the work.
