Accreditation of media journalists

under the Presidential Administration

of the Pridnestrovian Moldavian Republic

 

1. General Provisions

1.1. The accreditation of media journalists (hereinafter referred to as the mass media) under the Administration of the President of the Pridnestrovian Moldavian Republic (hereinafter referred to as the Presidential Administration) is conducted by the Department of the press service and information of the President of the Pridnestrovian Moldavian Republic (hereinafter referred to as the Department) in order to:

1.1.1. operational coverage of the activities of the President of the Pridnestrovian Moldavian Republic (hereinafter - the President);

1.1.2. creating necessary conditions for the professional activities of media journalists to distribute objective information about the activities of the President.

1.2. Accreditation Regulations have been developed in accordance with the Constitution of the Pridnestrovian Moldavian Republic, the Law of the Pridnestrovian Moldavian Republic "On Mass Media" and other regulatory legal acts of the Pridnestrovian Moldavian Republic.

 

2. The right to accreditation

2.1. The media accredited with the State Media Service of the Pridnestrovian Moldavian Republic in accordance with the Law of the Pridnestrovian Moldavian Republic “On Mass Media”, as well as foreign media journalists who have applied to the Department have the right to accreditation under the Presidential Administration.

 

3. The procedure and conditions for the accreditation

3.1. The Department informs the media in advance about the required accreditation to cover events with the participation of the President. The Department notifies the editors of planned events in one of the following ways:

3.1.1. sending a fax;

3.1.2. verbal notification by phone;

3.1.3. e-mail;

3.1.4. placing information on the official website of the President.

3.2. the basis for the accreditation of journalists is the application of the editorial media.

3.3. the accreditation of media journalists, including foreign ones, under the Presidential Administration is valid for one-time use only and is provided to the journalist for a specific event.

3.4. The application for accreditation is sent to the Head of the Department of the press service and information of the President of the Pridnestrovian Moldavian Republic (hereinafter - the Head of the Department) on paper or electronic form at the official editorial letterhead paper. Signed by the chief editor of the media and sealed application.

3.5. Simplified procedure is in effect for filing and submitting applications for accreditation for media journalists who were previously were accredited by the Presidential Administration and in their activities did not violate legislations of the Pridnestrovian Moldavian Republic.

3.5.1 Receipt of applications for accreditation is terminated one day before the start of the event (unless the events are of an unplanned or special nature).

3.5.2. The editors of the media, in written or oral form, inform the Department of the name of the media, full name of the journalist.

3.6. There is a different procedure for filing and submitting applications for accreditation for journalists accredited for the first time.

3.6.1. Receipt of applications terminates three days before the event.

3.6.2. The application for accreditation should include: - the full official name of the media, which is represented by the journalist, founder or publisher of this media, the territory of distribution (broadcasting), form of distribution, frequency, circulation, number of certificate of registration of media and broadcasting license (for TV companies and radio stations); - legal and postal address, email address, telephone and fax numbers; - full names of media journalists and the post, work phone number, mobile phone number, fax, e-mail address, for the first time accredited journalists - copy of passport.

3.7. The department has the right to request additional information on the accreditation of journalists to the media, including the availability of publications and TV and radio programs on the subject.

3.8. The decision on accreditation in relation to journalist of the certain media for the first time is made by the Department on the availability of all documents and cannot exceed 3 days from the date of receipt of applications. The decision on accreditation may establish special rules of the order for covering the activities of the President by accredited journalists.

3.8-1. Accreditation of state mass media for coverage of events with the participation of the President of the Pridnestrovian Moldavian Republic is not required, except for cases when materials of limited access are available in the framework of these events, in the mode of secrecy.

3.9. Accreditation of structural units of executive bodies of state power, the press service, press centers, is declarative.

3.10. Invitation of journalists to cover international meetings and events of an international character is carried out with the assistance of the Presidential Administration Department on Foreign Policy and Protocol, the Ministry of Foreign Affairs of the Pridnestrovian Moldavian Republic.

3.11. The journalists who have received accreditation enter the building of the Presidential Administration after presenting passport or editorial ID in accordance with the lists submitted by the Administration to the State Security Service of the Pridnestrovian Moldavian Republic.

 

4. Quotas for accreditation

The Presidential chief of stuff of the Executive Office of the Pridnestrovian Moldavian Republic, the Head of the Department have the right to set an accreditation quota for journalists for certain event, based on:

4.1. the possibility of providing them places for professional activities (capacity of the room, etc.);

4.2. established mode of the event (degree of openness, security, availability of information of limited access, etc.).

 

5. The rights of accredited journalists

Accredited journalists have the right to:

5.1. receive in advance information about upcoming meetings and other events with the participation of the President;

5.2. attend meetings, press conferences, briefings and other events held with participation of the President, except in cases where decisions have been made to hold closed meetings and events in coordination with the Department;

5.3. get acquainted with the information and reference materials intended for publication, as well as receive their electronic copies at their own information medium;

5.4. attend briefings, press conferences, other events specifically designed for the media;

5.5. receive assistance from the Department in organizing meetings with the President in order to obtain information for subsequent publication;

5.6. make recordings in the Presidential Executive Office, including the use of audio and video equipment, film and photography in coordination with the Department;

5.7. use video and photo materials of the Department in the order, prescribed by the Department.

 

6. Responsibilities of accredited journalists

Accredited journalists must:

6.1. observe the established order at meetings and other events held with the participation of the President;

6.2. comprehensively and objectively inform the population and the public about the work of the President;

6.3. not to falsify information, not to falsify data in order to discredit and slander the President;

6.4. not to fracture the order of the attended event (if it is not organized specifically for the media);

6.5. in the published information analytical materials on the work of the President strictly separate the facts and journalists’ commentary;

6.6. when covering the activities of the President, follow the principles of objectivity and honesty and not allow influence on the formation of the opinions of viewers and readers with guesswork;

6.7. observe generally accepted norms of behavior and journalistic ethics;

6.8. not to use professional capabilities in order to falsify socially significant information, to distribute deliberately unconfirmed information disguised as reliable messages, to collect information in favor of an outsider or non-media organization;

6.9. to provide, when carrying out professional activities, upon request of employees of the Department, employees of the State Security Service of the Pridnestrovian Moldavian Republic, an identity card, official ID;

6.10. to comply with the requirements of the work schedule and the rules of presence in the Presidential Administration, established by the Security Service of the President of the Pridnestrovian Moldavian Republic.

 

7. Accreditation refuse

7.1. The Department has the right to refuse accreditation to media journalists who submitted inappropriately executed documents (application and attachments to the application) for accreditation, as well as in other cases stipulated by the current legislation of the Pridnestrovian Moldavian Republic.

7.2. The Department has the right to refuse accreditation to media journalists who have submitted documents for accreditation that contain false information.

7.3. The Department has the right to refuse accreditation to journalists on the basis of the decision of the Head of the Presidential Administration of the Pridnestrovian Moldavian Republic, the Head of the Department, made in accordance with the requirements defined by paragraph 4 of these Rules.

7.4. The Department has the right to refuse media accreditation to a particular journalist in order to protect and ensure the security of state information resources.

7.5. The decision to refuse accreditation is reported to the media journalist in writing or in verbal form 12 hours before the event (unless the events are unplanned or urgent).

 

8. Deprivation of accreditation

8.1. Media journalist is denied accreditation in the following cases:

8.1.1. in case of dismissal, that should be reported by the editors of the media to the Department. (The editors have the right to accredit another employee to the vacant place);

8.1.2. in case of termination of media activities;

8.1.3. in case of fracture by the journalist or the editors of these Regulations;

8.1.4. if untrue information on the activities of the President is distributed by a media journalist or editors, as well as information discrediting the honor, dignity and reputation of the President, established by the effective court decision.

8.2. The decision to deprive the journalist of media accreditation is taken by the Department in accordance with the current legislation and these Regulations.

8.3. The decision to deprive a journalist of media accreditation in writing is sent to the editorial office of the media within 14 days from the date of the decision.

8.4. Refusal of accreditation, the decision on deprivation of accreditation can be appealed according to the current legislation of the Pridnestrovian Moldavian Republic.
