The working conversation of the President with the leadership of the PMR Government and the heads of state administrations of cities and regions of the republic took place in the format of video conference. The topic is the Capital Investment Fund 2021 program implementation in the current year. The rector and vice-rector of PSU are also invited to the dialogue. Their participation is due to the fact that in 2021, within the framework of the Capital Investment Fund, the infrastructural transformation of the campus and other university locations is planned.
The Capital Investment Fund 2021 program has been adopted. Its implementation depends to a large extent on the budget revenue execution. The sequence of work at the facilities included in the program, presented at the meeting, was determined by the Government based on requests from the heads of state administrations and readiness of documentation. Vadim Krasnoselsky is sure that it is necessary to start from the most labor-intensive points in order to have time to carry out a significant amount of construction and repair work in the spring and summer period. In addition, proper planning is also important for the effective organization of related production, for example, paving slabs: in order to prevent downtime of construction crews, a stock of material is required that corresponds to the planned demand. The President emphasized that it is unacceptable to postpone the tenders. He instructed to complete all competitive procedures by the end of this month. The order of allocation of funds from the state budget will be determined based on the readiness of the documentation. Thus, the efficiency of the implementation of a project will largely depend on the activity of local administrations. The Government has been instructed to make the necessary adjustments to the regulatory framework.
