The head of Tiraspol city administration Ilona Tyuryaeva informed Vadim Krasnoselsky that 1852 residents of Tiraspol are currently registered as needing better housing. There are four categories: priority applicants, those in the general waiting list, and those who participated in military operations to defend the PMR. While shared-equity construction and subsidized housing acquisition programs are available for public sector employees, social housing remains a challenge. It hasn't been built using the city budget for a long time. Orphans and other recipients of state-owned apartments or houses are provided with housing from the existing housing stock. This stock is extremely limited, as 96% of housing has been privatized. Seven of the 132 applications reviewed have been approved this year. Work on escheated property has been intensified. State registration of houses and apartments whose ownership rights have been officially terminated allows these properties to be included in the municipal housing stock. The housing issue has been resolved for several families on the waiting list as a result of this work. Among the challenges is the condition of ownerless properties, which often requires investment in repairs.
The mayor discussed housing maintenance. According to information provided by Ilona Tyuryaeva, the Municipal Unitary Enterprise "Housing and maintenance management company Tiraspol" manages and maintains 960 buildings, including 55 dormitories. 936 multi-story buildings are located in the capital, and 24 buildings are in the village of Kremenchuk. Repairs have been made since the beginning of the year to the soft roofs of nine buildings (8,346 m2), the hipped roofs of six (3,393 m2), the facades of three multi-story buildings, the entrance halls of seven buildings (11 units), 16 common areas in 11 buildings, six elevators, and in-building cold water supply and wastewater systems in 29 buildings. In addition, parapets, interpanel joints are being repaired, ventilation and smoke ducts are being inspected, and elevators are being assessed.
Another area of particular importance for the comfortable and safe residence within the city is sanitation. Vadim Krasnoselsky noted that there were complaints from citizens during the reporting period regarding the delays in solid waste collection and the poor maintenance of some waste collection areas. The mayor stated that while isolated incidents did occur, they were not systemic. The delays were due to a disruption in funding for fuel and lubricants, which had significantly increased in price, as well as objective factors related to the weather. Ilona Tyuryaeva informed the President about several legal initiatives aimed at improving existing mechanisms in this area. For example, the state administration considers it would be appropriate to transfer the sanitation of adjacent areas from a housing service to a public utility service, with residents paying directly to a specialized organization. A corresponding law-in-draft has been submitted to the Tiraspol City Council of People's Deputies for consideration. Another proposal is to develop a uniform waste accumulation standardization methodology for the entire republic.
The President emphasized the importance of local initiatives, driven by real-world practices and the current needs of its implementing.
