The PMR President Vadim Krasnoselsky is the elected leader of the All-Pridnestrovian People's Forum, a created in 2016 that brought together representatives of different groups and strata of the Pridnestrovian society to implement the strategic objectives of the development of the republic. The activity of the All-Pridnestrovian People's Forum is based on a formula that includes three leading positions: civil initiative, fruitful cooperation and public control. It was about public control that the PMR President Vadim Krasnoselsky, the Head of the Presidential Administration of the Pridnestrovian Moldavian Republic Sergey Belous and co-chairman-coordinator of the All-Pridnestrovian People's Forum Yuri Cheban spoke today in the course of the working meeting.
The President was informed about the results of control measures carried out at facilities repaired and built under the capital investment program in 2021 and the first half of 2022. The inspections were selective in nature – they covered 41 out of a hundred and fifty locations, all of which were agreed with the heads of state administrations and the government. 36 people were involved in the work – not only members of the All-Pridnestrovian People's Forum, but also invited experts of the relevant profile. Increased attention this time was paid to medical institutions, in particular feldsher-obstetric stations and rural medical outpatient clinics. Yury Cheban said that the process of inspections is becoming more and more transparent, the heads of the institutions being inspected and the organizations involved in the repair and construction work are open to dialogue, the population is making contact. Citizens in general positively assess the program of the Capital Investment Fund as such and note with gratitude the infrastructural changes that occur due to its implementation, the speaker noted. He said that the identified shortcomings are eliminated in a timely manner. In addition, the All-Pridnestrovian People's Forum recommendations, formulated based on the results of previous inspections, are already reflected in the legal framework of the republic. Vadim Krasnoselsky expressed his gratitude to the All-Pridnestrovian People's Forum members involved in the verification activities, emphasizing the importance of this work. The President considers the law on the fundamentals of public control in the Pridnestrovian Moldavian Republic, adopted at the end of 2017, to be an important tool. Vadim Krasnoselsky noted that this mechanism has proved its effectiveness. Another piece of legislation that the President spoke about is the law on public procurement. Its implementation is fundamental in the implementation of the Capital Investment Fund and other development programs. It was about tenders (auctions) in particular. Their implementation is a mandatory requirement, including at the so-called transitional facilities, where repair and construction work has been going on for more than one year. Exceptional cases will require serious justification and agreement. Vadim Krasnoselsky focused on the fact that works at all facilities included in the capital investment program, regardless of departmental affiliation, should be under the current control of the heads of state administrations. This practice will be continued as for public inspections. The President called for its activation and close cooperation of the All-Pridnestrovian People's Forum with the government and local authorities. Vadim Krasnoselsky noted that systemic control by the public is needed not only in relation to the Capital Investment Fund, but also in terms of the implementation of other social and infrastructure programs, for example, the Road Fund. Vadim Krasnoselsky said that among the aspects that require increased attention from the inspection bodies, there should be both the quality and time of execution of work, as well as the warranty period for the operation of the facility.
The meeting participants discussed in detail the results of the monitoring work carried out by the All-Pridnestrovian People's Forum, focusing on the most problematic issues that were identified. The interlocutors exchanged views on the causes and measures to prevent similar shortcomings in the future.
