The President was informed the health of the republic's population, the performance of medical institutions, and the implementation of relevant state programs

The Minister of Health informed the President on key indicators related to public health, as well as the performance of medical institutions. Kristina Albul reported that, in the first nine months of this year, the birth rate in the republic decreased compared to the same period in 2024. 1441 children were born, 544 of them in the capital. Tiraspol has the highest birth rate – 3.8 per 1000 population. The lowest is in Kamenka District – 0.6 per 1000 (40 babies were born). The number of abortions in the 15-17 age group has decreased, while the number of abortions in the 15-17 age group has increased. Vadim Krasnoselsky emphasized that this fact cannot be ignored. Ongoing preventive work with young people is needed. The President emphasized that this isn't a short-term issue, but rather a long-term one for women's health and the risks associated with the consequences of terminating an unwanted pregnancy at a young age.

Regarding mortality, the Minister mentioned Tiraspol and the Kamenka district, but this time the capital has the lowest rate, while Kamenka residents have the highest. Vadim Krasnoselsky noted that this has been the case for several years. Overall almost equal numbers of men and women died during the reporting period (49.3% and 50.7%, respectively) in the republic, but more men die during working age (76%). The causes include circulatory diseases, alcohol, smoking, and neglect of physical activity and sports. Child mortality (under 14 years) is 63% lower than in the first three quarters of last year (11 cases versus 30).

Regarding morbidity and illness, it was noted that respiratory diseases are the most common in both indicators. Social diseases are a key focus. 82 new HIV cases have been identified this year (a 27.4% decrease compared to the first nine months of 2024). Ten people have been diagnosed with AIDS (twice as many as the previous year). A total of 136 people were registered for tuberculosis for the first time (compared to 169 in the same period of 2024), 128 for bronchial asthma (compared to 158 in 2024), 759 for diabetes (compared to 770 in 2024), and 878 for mental disorders (compared to 1056 in 2024). Effective preventive measures include medical examinations, the deployment of so-called health trains and mobile fluorography units throughout the republic, open days at clinics, and free consultations with specialists. An important detail: 65% of newly diagnosed tuberculosis cases were detected during preventive fluorography. Kristina Albul reported that 176259 people underwent fluorography examinations in the first nine months of this year. This work has been instructed to continue, as the tuberculosis epidemiological situation in the republic remains unfavorable. Sixty-four percent of identified Mycobacterium tuberculosis carriers have active TB. As previously, the highest tuberculosis incidence rate is in Slobodzeya District. The President stated that preventive and diagnostic activities there must be strengthened.

While discussing the implementation of state healthcare programs, the topic of treatment for Pridnestrovians abroad was highlighted. 5533 people have received treatment abroad at the expense of the Pridnestrovian budget since 2017. This year, 645 people have been treated. Half of these (331) had acute coronary syndrome, 49 had cancer, and 115 were children. The 2025 budget allocates 47.5 million rubles for the treatment, consultations, and examination of Pridnestrovians abroad.

The minister focused in her report on expanding the range of services provided by Pridnestrovian medical professionals. The Republican Clinical Hospital has begun performing cruciate ligament repair. Another innovation is blocked intramedullary osteosynthesis, which allows for the treatment of bone fractures using minimally invasive surgery. This method preserves the bone's blood supply and reduces tissue trauma, which promotes rapid fracture healing, explained Kristina Albul. Knee and hip replacements have become common practice for our specialists. 153 surgeries were performed this year. Revision joint replacements, a necessary intervention in cases of complications following implant placement, have also been developed. A thoracic surgery unit has opened at the Republican Clinical Hospital for the diagnosis and surgical treatment of chest diseases. The Mother and Child Center of Bender recently began performing video electroencephalography (VEG) tests on patients aged one to 14 years, a test necessary for diagnosing and determining the causes of epileptic seizures and neurological disorders. Equipment has been updated, and the range of services provided at the dermatovenereology clinic has been expanded.

Remote consultations with Russian specialists are actively being implemented; relevant agreements have been formally signed. Thirty-nine such consultations have been conducted this year. Pridnestrovian medical professionals undergo internships and improve their qualifications at leading medical research centers in Russia, Moldova, Romania, Uzbekistan, Italy, and France, and attend international symposiums and conferences not only as participants but also as speakers. Systematic efforts are underway to improve the qualifications of medical personnel within the republic: 232 doctors received additional training at PSU in 2025, and 346 mid-level specialists received training at the Tarasevich Medical College. Vadim Krasnoselsky mentioned that this educational institution celebrated its 95th anniversary. The President conveyed his congratulations to the staff, emphasizing the importance of training healthcare professionals within the republic.
