The President held the Operational Headquarters Meeting on Energy

The video conference under the President was held today in two blocks. The first was the Operational Headquarters meeting. The second was a discussion of current issues of the life of towns and districts of the republic based on the reports of the heads of state administrations.

The main result of the past week: energy supply has been restored in Pridnestrovie. The President recalled the chronology of events, thanks to which this result was achieved. Vadim Krasnoselsky expressed gratitude to everyone who was involved in overcoming the energy crisis, including EU and Moldovan officials who contributed to the adoption of relevant decisions. The President thanked the Pridnestrovians for their understanding, the heads of ministries, departments, services – for their responsibility, coherence, and clarity of interaction. Special presidential gratitude to the employees of energy supply organizations. Vadim Krasnoselsky instructed to recognize distinguished employees with corporate, departmental, and state awards.

The Deputy Chairman of the PMR Government made a report on the current state of affairs in the energy sector. "Since the afternoon of February 1, gas volumes intended for consumers began to flow into the republic. We increased the pressure in the system at the beginning of these days, following the action plan. This allowed us to take measures almost immediately, right away, upon receipt of gas, to launch power generation at the Moldavian GRES and to launch the heating system in Pridnestrovie, that is, we launched it on Saturday, despite the fact that gas had just begun to flow. The quality of the work and their synchronicity require special emphasis. Specialists from all heat supply, gas supply and energy organizations worked in an interconnected manner, in close cooperation. As a result, we launched the Moldavian GRES on Saturday, increased the volume of generation, which allowed us to avoid rolling blackouts already on Saturday, providing our consumers – the population of Pridnestrovie with electricity in full as much as they wanted to consume.

By the end of the day, the main boiler houses of the centralized system were launched in the heat power system. To date, heating has been launched in 727 residential buildings in Tiraspol. One house in Gvardeyskaya Street is energetically connected to the psychoneurological boarding school. It will be supplied with heat immediately with the supply of city heating to the psychoneurological boarding school. For the facilities of the Ministry of Healthcare and Social Security in Tiraspol: heating has been launched in 26 out of 28. The remaining two are the diesel boiler house of the Republican Clinical Hospital and the diesel boiler house of the psychoneurological boarding school. Its work will be stopped when the temperature parameters in the centralized heating system are already appropriate, so that the temperature in these institutions does not drop during the transition. I would like to say that we planned to reach 30 degrees in the system by Sunday, 50 by Monday morning, but today we have already raised the temperature to 60 degrees, that is, we managed to very successfully carry out the work on launching the boiler houses. The system will be stabilized, and the temperature will rise. We even went ahead of schedule.

In Slobodzeya: heating has been launched to 137 residential buildings out of 137 buildings, in Ministry of Healthcare facilities – in 9 out of 9.

In Grigoriopol district and Grigoriopol: in 62 out of 62 buildings, Ministry of Healthcare and social security facilities – 7 out of 7 facilities.

In Rybnitsa and the district: in residential buildings – 311 out of 311, medical institutions – 6 out of 6.

In Dubossary: residential buildings – 155 out of 155, medical institutions – 13 out of 13, all of them.

In Kamenka: residential buildings – 55 out of 55, medical institutions – 4 out of 4.

It should be said that there were two main breaks in the heat power system – in Tiraspol and Grigoriopol, which have been eliminated. In general, I would like to characterize the heat supply system as stable. We expected more serious accidents, but the system held up.

As for gas supply, today is the most difficult situation, since to start gas in houses you need to go to each private household, where the owners must be at that time. Gas has been started in 2707 out of 20 thousand private sector subscribers in cities as of today. Gas has been supplied to 8938 subscribers out of 46000 in rural areas. The most difficult situation with the ratio of gas system personnel to the number of subscribers is in Dubossary and Grigoriopol, therefore, as soon as our work in other districts ends, we will transfer all personnel forces and resources to these two districts in order to speed up as well. I would like to note that everyone works without a break, without days off, day and night. I think there is no need to stop there. Our personnel have shown this throughout January. We are aiming for gas supply by the end of the week. The task has been set to speed it up as much as possible.

Regarding heat supply facilities, we have 30 boiler houses left, they are also running and gas will be supplied there as well.

As for the electric power system, the coal block of the Moscow State District Power Plant was shut down on Sunday at ten o'clock in the evening, we switched to generation with one gas block, the generating station is working.

It should be said that after the launch of heating and gas in our system, the total consumption dropped by 30 MW per hour, returning to the standard.

Regarding accidents, there were no accidents on high networks, there were 50 accidents on distribution networks on February 1, 27 on February 2. In total 3292 accidents have occurred in electrical distribution networks since the beginning of the year, which affected 110 thousand subscribers out of 240 thousand located in Pridnestrovie.

The system is operating normally in general, all employees are focused on the fastest and most efficient execution of launch tasks. The longest launch period is in our gas supply system. I would like to emphasize once again that due to the events we held in January, we managed to avoid the launch within a few months. I think that if we maintain the pace, we will achieve success in a week,” said Sergey Obolonik.

The Minister of Internal Affairs Vitaly Neagu reported on the work of the anti-crisis information center. The hotline received 17135 calls totally. 162 of them were received in the past 24 hours. The number of calls has decreased. The President decided to reduce the number of employees involved in the call center, but the center’s work is not yet being curtailed.

Vitaly Neagu reported that 62 fires and conflagrations related to the use of electrical appliances occurred in the republic over the month. One person died. Nine people were poisoned by carbon monoxide when using a stove, two of them died. 21 people were poisoned by carbon monoxide when using gas appliances, two died.

The ministers of the social block reported how social institutions are currently heated. The Minister of Education presented a report on the readiness of educational and care institutions to receive schoolchildren and kindergarteners. The temperature has not yet reached a level sufficient to resume work in most institutions. Vadim Krasnoselsky emphasized that there is no need to strive for centralization. Children will return as the premises warm up. The decisions are made locally.
