The implementation of the capital investment program for the current year and the formation of the project of the Capital Investment Fund 2023 were discussed in the course of the meeting under the President. Vadim Krasnoselsky emphasized that the list of the next year must necessarily include transferable objects. As for new ones, the decision on them should be consolidated – made after discussion at the level of local Councils. They also discussed the issue of preparing a draft republican budget for the next year. The Government is working on it now. A meeting is scheduled for tomorrow. They also touched upon the topic of the Road Fund. Changes have been made to the main financial document of the country this year, according to which an additional 20 million rubles have been allocated for concreting roads, reminded the Chairman of the Government of the Pridnestrovian Moldavian Republic Alexander Rosenberg. The Head of the Bendery state administration said in turn that work on concreting the roadway in the villages of Giska and Protyagailovka is at the final stage. About seven million rubles are needed for road industry enterprises to continue their activities in Bendery and adjacent settlements. These organizations will stop working without funding, which means that there is a high risk of losing specialists, Roman Ivanchenko emphasized. He informed about the existing shortage of workers specialized in indoor tile works.
The issue of maintenance of objects put into operation is topical. We are talking about public places, leisure areas, sports grounds. Vadim Krasnoselsky has repeatedly stressed that all efforts to improve, build and repair facilities will be in vain without proper care, which requires appropriate funding. A single mechanism, a systematic, legislatively approved approach is needed for their preservation and development. It is wrong to lay responsibility for the maintenance of parks and outdoor sports complexes on organizations such as Spetszelenstroy and Spetsavtokhozyaystvo without allocating additional funding, the President considers.
Another topic of today's working discussion is the improvement of municipal solid waste collection sites. They talked about the problems that residents of multi-storey buildings face, in which the project provides for a garbage chute. Interfloor waste bins and household waste storage chambers, traditionally located near the entrance to the entrance, are not hygienic and not aesthetically pleasing. It was noted during the meeting that its presence is the reason for the appearance of insects, rodents, spread of infections. Residents themselves refused to use garbage chutes in many houses. There are cases when citizens, referring to convenience, oppose their closure. In this case, the decision must be made by the sanitary and epidemiological service. If the sanitary and epidemiological service considers it appropriate to eliminate the source of stench and the spread of infection after carrying out inspections, then its prescription is binding.
The increase in the incidence of coronavirus and the measures taken to contain it were among the topics raised at the meeting. The medical protective masks regime in the republic continues to operate.
The participants of the working discussion spoke about cultural events and programs aimed at keeping children busy during the holidays. It was noted that the demand for vouchers to health camps of the republic exceeds supply. Sites at educational institutions have successfully worked out. A day stay for children is organized in Bendery at the Palace of Children's and Youth Creativity in August.
As for the events: last week, memorial and mourning ceremonies and rallies on the occasion of the Day of Memory and Sorrow were held in cities and regions. August 1 is the date that closes the annual cycle of events reminiscent of the 1992 war. This year is an anniversary year. Moldovan aggression against the people of Pridnestrovie was stopped three decades ago. Vadim Krasnoselsky once again expressed his gratitude to the defenders, and thanked the organizers and participants of the commemorative events. They also discussed plans for the future. It was about new projects designed to diversify the cultural life of Pridnestrovians and guests of the republic. It is planned, for example, by analogy with the concert held last week in Alexander Nevsky Park, during which soundtracks for Oscar-winning films were played, to organize performances by Pridnestrovian musicians who will perform not only foreign hits, but also the most famous musical works of Soviet cinema.
The Head of the Dubossary district in the course of his report mentioned the local memorial to the victims of fascism. It needs renovation and improvement. The most serious problem is with the monument depicting a Soviet soldier and two children. It is destroyed. According to Ruslan Chaban, the figure of the boy began to crumble. The object was examined by restorers from the Bendery Art College at the request of the district administration. According to them, the restoration of the monument will require about 120 thousand rubles. Experts give a half-century guarantee of the safety of the restored object. The necessary amount will be allocated on behalf of Vadim Krasnoselsky. The memorial as a whole will have to be put in order in the future.
