Reporting to the President on the ministry's work, Vitaly Ignatiev noted that the main spheres of activity of the Ministry of Foreign Affairs of the PMR are maintaining the mechanisms of the negotiation process with the Republic of Moldova, exploring new political and diplomatic tools and ways to restore the full functioning of the "5+2" format, protecting the rights, freedoms, and interests of citizens and economic entities of Pridnestrovie, establishing, strengthening, and developing external relations. The Minister recalled that he had held two meetings with the Moldovan political representative and seven expert (working) group meetings since the beginning of the year: two on environmental issues, the same number on transport and road management, and one meeting each on economic issues, phytosanitary and veterinary issues, and regulatory and documentation support for citizens. During the reporting period, the Ministry of Foreign Affairs facilitated five meetings between the President of the PMR and Russian Ambassador Oleg Ozerov, a working dialogue with the OSCE delegation led by Vice-President of the Parliamentary Assembly Kyriakos Hadjiyianni (Vadim Krasnoselsky received diplomats on March 25), and a large group of foreign visitors led by OSCE Chairperson-in-Office Ignazio Cassis and OSCE Secretary General Feridun Sinirlioglu (May 14). Vadim Krasnoselsky met with Marko Shevchenko, Ukraine's representative in the Moldovan-Pridnestrovian settlement process on February 24. Furthermore, Ukrainian embassy staff visited Pridnestrovie twice to participate in commemorative events. The President of the PMR met with Deputy Director for Eastern Europe and Central Asia at the European External Action Service Audronė Perkauskienė On January 28, and Deputy Assistant Secretary of State for Eastern European and Political Affairs and Regional Affairs at the U.S. Department of State's Bureau of European and Eurasian Affairs Christopher Smith on January 30. The PMR President met with the ambassadors of Canada, Belgium, Denmark, Italy, Ireland, Germany, and the United Kingdom this year.
The minister reported that trilateral consultations were held online on June 11, in the format of a meeting of the foreign ministers of Pridnestrovie, Abkhazia, and South Ossetia. The diplomats discussed the current international situation surrounding the republics. The head of the PMR Foreign Ministry briefed his colleagues on the situation in Pridnestrovie, including in the context of the unprecedented strengthening of blockade and restrictive measures by Chisinau, the current state of the negotiation process on the Moldovan-Pridnestrovian settlement, interaction with the Russian Federation, and other relevant aspects of the Pridnestrovian Moldavian Republic's foreign policy activities. The discussion addressed the implementation of the common foreign policy priorities of Abkhazia, Pridnestrovie, and South Ossetia, as well as promising areas and forms of joint cooperation in various fields. Following the event, a Joint Declaration of the Foreign Ministers of the Republic of Abkhazia, the Pridnestrovian Moldavian Republic, and the Republic of South Ossetia was adopted.
The PMR Foreign Ministry hosted two meetings between Pridnestrovian diplomats and the Special Representative of the OSCE Chairperson-in-Office, Thomas Lenk, and three meetings with the Acting Head of the OSCE Mission to the Republic of Moldova, Izabella Sylwia Hartmann. The Ministry of Foreign Affairs leadership hosted US diplomatic representatives twice and European diplomatic missions twice, and facilitated several meetings between the heads of Pridnestrovian government bodies and diplomats from the United States, Canada, and the EU This year.
The Minister informed the President of his meetings with delegates from the International Committee of the Red Cross and the Norwegian Refugee Council (NRC). An agreement was reached with NRC representatives to continue project activities aimed at improving the energy efficiency of social and educational institutions in Pridnestrovie. Assistance will be provided to the Pervomayskaya Secondary School No. 1 and the Rybnitsa Ukrainian Secondary School No. 1 named after Lesya Ukrainka in 2026.
Vitaly Ignatiev reported that the PMR Ministry of Foreign Affairs, in collaboration with a Russian non-governmental organization, was able to implement the opportunity to provide humanitarian aid. Another important social project, implemented with the direct participation of the Ministry, is the donation of medical instruments from the Russian side to the republic's healthcare institutions. The report devotes special attention to the issue of Pridnestrovians obtaining Russian passports in the context of the decree signed by the President of the Russian Federation on special rules for accepting residents of the republic into Russian citizenship. It was noted that this decision was of strategic importance for strengthening the security and social protection of Pridnestrovians amid ongoing regional instability. Pridnestrovians have submitted over 50000 applications to date.
Discussing increasing socioeconomic pressure of Moldova on Pridnestrovie, attention was focused on the Moldovan law adopted on April 30 on the forced collection of pseudo-VAT and excise taxes from our enterprises. It is noted that alternative initiative of Pridnestrovie on joint steps aimed at economic development through the lifting of blockades and barriers is of great importance in this context. The proposals were accepted for consideration by the OSCE Chairman-in-Office. The interlocutors discussed the issue of restrictions on the freedom of movement of Pridnestrovians, including incidents involving the forced deportation of citizens, as well as Moldova's refusal to cooperate in law enforcement, environmental protection, and emergency response.
The opening of a new program at Pridnestrovian State University, "International Relations" was also discussed. It has undergone academic review by MGIMO. This new educational platform will provide an opportunity to train professional personnel for Pridnestrovian diplomacy. Vadim Krasnoselsky emphasized that this initiative is necessary and timely. The President is confident that diplomats, negotiators, and security specialists must be trained at home, taking into account the country's internal circumstances.
