The President was informed by the Government on the current state of affairs

Executive authorities report to the President on their work since the beginning of the year, current status, and plans. Below are the highlights of the report presented to the President by Deputy Chairman of the Government of the PMR Vitaly Neagu.

Despite the extremely challenging socioeconomic situation caused by external factors, every effort is being made to ensure a balanced budget system and the fulfillment of social obligations (although the adoption of new ones is currently limited). The relevant interdepartmental commission has reviewed 13 legislative initiatives and draft regulations aimed at improving tax policy and optimizing government spending. The expected result is estimated at 400 million rubles: 56 million from an increase in budget revenues and 344 million from a reduction in expenditures. Furthermore, the commission has prepared decisions aimed at adjusting the land share system, increasing the efficiency of tax administration, streamlining payment mechanisms for environmental and natural resource management, providing tax deductions, expanding the taxable base of the banking sector, and increasing revenues from real estate transactions acquired by non-residents.

Extensive work is being done to strengthen and expand public-private partnerships. An important project is "Together". A voluntary fundraising campaign initiated by the government for social support has accumulated nearly 146 million rubles. Financial assistance was provided by organizations and enterprises of various types, as well as individuals. The contribution and expenditure of funds is completely transparent – transactions are displayed online on a specially created information resource. Regulatory support for the project is provided. 30.4 million rubles have been spent. More than half of this amount was allocated to providing residents of the republic with medicines and medical supplies, 27.9% was spent on pensions and benefits, and the rest to cover the operating expenses of social institutions, Vitaly Neagu reported. The President emphasized that the funds from the "Together" fund are not only a significant financial support but also further proof of the unity of the Pridnestrovian people – the country's leadership, the public, and businesses. Vadim Krasnoselsky noted that he had no doubt that during this difficult time for the state, organizations and citizens would not stand aside.

The republic's pursuit of self-sufficiency and food security remain a priority. Increased attention is being paid to import substitution, organizing centralized procurement, and creating conditions for the use of locally produced products in various sectors. An example is our construction materials for the renovation and construction of facilities under the Capital Investment Fund program. Taking into consideration the ongoing risks in the energy sector, the readiness of diesel generators is constantly being monitored. Solid fuel boilers are being installed at social infrastructure facilities. Renewable energy generation technologies are being implemented. Legal support is being developed simultaneously. An inventory was conducted to determine the need for replacement of window and door units in multi-story buildings to improve the energy efficiency of the housing stock. Surveys revealed that 444 buildings require glazing. The total area of ​​the upcoming renovation of light-permeable structures exceeds 14718 square meters. The largest demand for replacement is in Rybnitsa (139 buildings), the smallest (the only) facility – in Kamenka, 95 in Bendery, and the same number of requests combined in Tiraspol and Dnestrovsk. Fifty apartment buildings require it in Dubossary district, and thirty each in Slobodzeya and Grigoriopol. Nine million rubles have been allocated for this work, and the funds are expected to be disbursed by the end of the year.

Regarding the state's human resources policy, the emphasis is on training in-demand specialists. Mentoring and professional adaptation mechanisms for entry-level workers are being improved and actively expanded. The dual education system is being strengthened. 613 students, 8 educational institutions, and 35 enterprises and organizations in the republic are currently involved. Training is underway in 15 educational programs. 100 graduates from practice-oriented educational institutions received their diplomas in the completed academic year. 59 of them were placed in jobs through placement assignments. A 100% placement rate among pastry chefs, garment technologists, and postal workers after defending their diplomas is achieved. A good rate 83% is achieved among mechatronics engineers. Another cooperation agreement has been signed between the Pridnestrovian College of Technology and Management and the Bendery Meat-Processing Plant. This partnership will train mechatronics engineers for the food industry. The administrative burden on teachers is being minimized, paperwork is being reduced, and the "Automated Meals" system has been implemented in educational institutions. The report notes that modern information technologies are permeating the systems of state and municipal administration, the economy, education, healthcare, and the social sphere. Attention is being paid in this regard to training IT specialists, improving the population's digital literacy, ensuring information security, protecting personal data, and protecting children from dangerous content. Work on the unified population register continues. Entrepreneurs are gradually being transitioned to online cash registers. Archival collections are being digitized. 337689 registration records compiled between 1970 and 1993 have been converted to electronic form to date. An additional 188921 documents are to be processed by the end of the year. The State Land Cadastre is being formed. While at the beginning of 2025, it contained information on 6951 plots with a total area of ​​1200 square meters, the current figure is closer to 14000 units covering almost 200000 hectares, reported Vitaly Neagu. Importantly, the government is developing a mechanism for converting the land cadastre to a unified address standard using the "Address Classifier of the PMR" state information system to improve the reliability of the information and avoid inaccuracies and duplication.
