The PMR President’s Message to the central and local authorities: "The PMR Supreme Council affairs"

The tasks addressed to the PMR Supreme Council:

1. To continue work on improvement the mechanism for the effective use of reclamation systems in order to ensure sustainable reproduction of the fertility of agricultural land.

2. To continue work on optimizing the legal mechanism that determines the procedure for the forced termination of rights to land plots in connection with their non-use for their intended purpose, as well as the mechanism for the alienation of objects of construction in progress located on land plots, the rights to which have been terminated.

3. To continue work to improve the legislative norms regulating the procedure for the alienation of ownerless non-residential buildings (premises).

4. To continue work on finalizing the draft Budget Code of the PMR together with the PMR Government and all interested parties.

5. To continue work on improving the mechanisms for managing state property together with the PMR Government.

6. To continue, together with the authorized executive bodies of state power of the PMR, work to create legislative and other mechanisms to improve the conditions of detention of convicts and detainees, including work to create new jobs in penitentiary institutions.

7. Legislate that contracts for payment for housing and utilities by the population should be of a public nature and can be concluded by performing conclusive actions that will lead to simplification of interaction between the population and organizations.

8. Monitor the legislative acts of the PMR in the field of social protection of citizens in order to revise and subsequently update the benefits and guarantees provided to various categories of citizens.

9. To develop and adopt, together with the PMR Government, the state guarantees for the preservation of the rights of all families of deceased participants in the hostilities to protect the PMR, who were registered in need of better housing conditions and excluded in subsequent years from the queue for improving housing conditions on preferential terms together with their families due to death of a defender of the PMR.
