The head of Kamenka Vladimir Bychkov presented reporting information in the course of extended video conference, the purpose of which was to summarize the activities of the state administration of Kamenka district and Kamenka.
The population of Kamenka district is 18288 people. There are slightly more rural residents than urban residents. 86 babies were born in 2023: 51 boys and 35 girls. 80 marriages were registered (14 more than in 2022) and 43 divorces (9 less than a year earlier). The average salary in the region was 4875 rubles (+11.1% compared to the previous year). 5650 people are pension recipients. 1051 people applied to the employment promotion department during the year, 274 were registered as job seekers, 118 were officially recognized as unemployed, and 44 were employed. An important aspect: salaries, pensions, and benefits were paid on time and in full in 2023, noted Vladimir Bychkov.
The total income of the budget of Kamenka amounted to 110.6 million rubles, its own income - 52.2 million (47 million of which were tax payments, the collection plan for which was exceeded). The expenses of Kamenka amounted to 98.5 million rubles. 59 million were allocated to finance socially protected items. The basis of the district’s economy is agriculture, which provided the flow of 95.8 million rubles to various budget funds. The agro-industrial complex is represented by 16 organizations and 324 peasant farms, the number of which increased by 4 units in the reporting year. The total area of farmland is almost 30 thousand hectares. The productivity of most crops, despite the unfavorable weather conditions in 2023, was higher than in 2022, the head of the district stated. The figure for the first group of grains is the highest in the republic. The livestock farmers sold 212,291 liters of milk, 41.3 tons of pork, 5.3 tons of sheep and goat meat, 1.1 tons of goose meat in Kamenka. The head of the district noted that the main problem for agricultural producers of Kamenka is the shortage of markets. Only 30% of grains and 45% of industrial crops were sold in the reporting period. The speaker said that 4.2 million rubles were spent on the purchase of equipment by agricultural enterprises in the region. Speaking about state support, Vladimir Bychkov said that state subsidies to milk producers amounted to 212.3 thousand rubles in 2023, nine peasant farms received loans for production development totaling 1.3 million rubles.
A major taxpayer is Cannery CJSC of Kamenka. Its tax contribution to the district treasury in 2023 exceeded 10.1 million rubles. Production volume has increased significantly compared to 2022; accordingly, sales revenues and tax revenues have increased by a quarter (+20 million rubles) and by 45%. The expansion and modernization of production continues. The owner invested 8.4 million rubles in the reporting year, 67.2 million totally since privatization (2020).
Another significant economic entity is “The Dniester” sanatorium in Kamenka. 1.5 thousand more people than a year earlier – 9643 underwent rehabilitation there in 2023. The net profit of the enterprise at the end of the year was 2.65 million rubles. 6.8 million – tax payments to the republican and local budgets. The development of the health resort continues. 14.3 million rubles were invested in sanatorium infrastructure in the reporting year.
The speaker spoke about the activities of smaller taxpayers. He talked about new productions. For example, a wood processing workshop has been launched on the territory of the forestry of Kamenka. Five people are employed there. Products worth 371.5 thousand rubles were manufactured during the year. Implementation was within the district. A branch of a large shoe company Softshoes LLC has been opened in Kamenka. 13 people are already working, there are 10 vacancies. The factory plans to open another workshop in the district.
The head of Kamenka spoke about what is being done to develop the tourism sector, gave specific examples, and said that 2.9 million rubles were spent on the implementation of various projects in this direction in 2023. If we talk about investments over several years of active development of the tourism industry, they are close to 18 million rubles.
The district's small business sector is represented by 1384 people (fifty more than at the end of 2022). The amount of tax revenues provided by this category to the local budget is almost three million rubles (1.75 million more than a year earlier).
As for transport sector, there is one urban route, served by four carrier organizations, three international, five intercity, ten suburban routes. Service for socially significant destinations from Kamenka to seven villages in the district has been provided: transport runs on a schedule one to two days a week.
The Capital Investment Fund 2023 state program included 14 objects of Kamenka. The infrastructure of eight educational institutions was overhauled, and the surrounding areas were improved in another four. Work was carried out in Wittgenstein Park During the reporting period using funds from the Capital Investment Fund, including those related to putting the park Memorial of Glory in order. Most of the facilities are transitional; work on them will continue in 2024.
The speaker detailed information about projects implemented in the road industry. He spoke about the implementation of investment programs of utility companies - the development and modernization of electricity, water, and gas supply systems. He recalled the ongoing reconstruction of the former state farm-technical school dormitories in Lenin Street. Reported the acquisition of one apartment as part of the program to provide housing for orphans. He informed about the allocation of two loans to young families for the purchase of their own housing.
According to information announced by Vladimir Bychkov, almost 81 million rubles were invested in the infrastructure of Kamenka district from various sources during 2023 (30 million more than in 2022). The amount of investments over the past seven years exceeds 383 million.
The head of the district paid attention to the social, educational, cultural, and sports spheres, focused on healthcare. He talked about social activities.
After listening to the report, the President focused on some aspects of the district’s life and measures taken for its development. Vadim Krasnoselsky drew attention to the fact that significant funds are being invested in the infrastructure of Kamenka. Almost 19 million rubles were allocated last year by means of the Capital Investment Fund. The volume of investments increased with each year of this state program. Increased attention to the social infrastructure of Kamenka district is associated with its depressing condition and many years of ignoring existing and worsening problems. The PMR President noted that the money is being spent on the repair and modernization of educational, cultural, sports, and leisure institutions, as well as the repair and construction of roads and utility networks. Vadim Krasnoselsky especially noted the thriftiness in planning district spending. He recommended using the experience of the residents of Kamenka, who preferred the creation of school-kindergarten complexes in rural areas, which can significantly reduce the cost of the infrastructure maintenance in good condition.
It is recommended that the state administration of Kamenka and the city district council strengthen interaction. The work during 2023 was considered satisfactory in general.
