The President took part in the work of the Board of the PMR Prosecutor's Office

Extended meeting of the Board of the Prosecutor's Office of the Pridnestrovian Moldavian Republic was held. The head of the department Anatoly Guretsky summed up the activity results. The reporting period is 2024. The President of the Pridnestrovian Moldavian Republic Vadim Krasnoselsky assessed the work of the prosecutor's office.

From the report of the prosecutor of the republic. 467 appeals on issues of observance of human rights and freedoms were considered in 2024 – a third less than a year earlier, which, in the opinion of prosecutors, is not a consequence of a decrease in the number of offenses. This is evidenced by the number of violations of the rights and freedoms of citizens identified during scheduled prosecutorial inspections: 1059 – it makes 249 more than in 2023. Conclusion: citizens have become less likely to seek protection from the prosecutor's office; it is necessary to intensify informing the population about this possibility. Speaking about scheduled inspections in terms of compliance with the legislation on citizens' appeals, Anatoly Guretsky mentioned that they are now not annual, but semi-annual at the insistence of the President. It was noted that 110 more such violations were identified during the year than in the previous period (578 facts). Increased attention will be paid to the analysis of the causes. The number of identified violations of citizens' labor rights has doubled – from 179 to 360. Most of them are related to the registration of labor relations. The number of violations has increased fivefold (a total of 198 facts) in this sphere. They were identified mainly in agriculture and catering. The speaker called the increase in the number of identified violations in the area of ​​wages significant. 215 resolutions on the collection of arrears in accrued wages were sent for compulsory execution. The total amount is almost 2.8 million rubles (11 times more than in 2023). The speaker focused on the identification and registration of disadvantaged families. He noted the lack of interdepartmental coordination in this area and the absence of effective legislative mechanisms to combat family dysfunction. The number of recorded violations of housing legislation has decreased over the year from 47 to 19, while pension violations are isolated. 95 violations were identified in the economic sphere and 178 in the field of environmental protection. The speaker highlighted violations of budget legislation requirements. Inspections in this area are carried out quarterly. The speaker spoke about the verification activities of the penitentiary system. 321 inspections of compliance with the law were carried out by the administrations of institutions of the State Penitentiary Service in 2024. Anatoly Guretsky focused on the topic of parole of convicts. The number of submissions for parole and the quality of preparation of materials has increased, the prosecutor noted. 

The block of the prosecutor's report was devoted to the crime situation in the republic and the activities of the investigative bodies, assessing which Anatoly Guretsky noted the presence of systemic problems. the prosecutor's office in 2024 cancelled 2332 illegal decisions – 446 more than in 2023, with the same crime rate according to him. The quality of pre-investigation checks is insufficient, according to the speaker. The report of the PMR Prosecutor was accompanied by a large number of diverse examples from practice traditionally.

Speaking about participation in lawmaking, Anatoly Guretsky reported that the prosecutor's office submitted 22 initiatives for consideration in 2024. In addition, information was voiced about the participation of prosecutors in the consideration of 1347 criminal cases by the courts. The head of the department spoke about the most common grounds and reasons for the cancellation of sentences as well as the terms of criminal proceedings, cases of non-compliance with which still occur.

Anatoly Guretsky considers that the staff of the prosecutor's office of the republic in its current composition is able to effectively and fully fulfill the tasks facing it in general. The head emphasized that the demands on the employees of the department are high.

Final speech of the President. Vadim Krasnoselsky recognized the work of the PMR Prosecutor's Office based on the results of 2024 as satisfactory. The PMR President recalled important requirements: all legal conflicts are considered in favor of the citizen; the law is the same for everyone; measures must be taken immediately to make the necessary adjustments if imperfections in legislation are detected. Vadim Krasnoselsky emphasized the importance of interdepartmental cooperation. The President recalled that this year is a double anniversary. The Republic will celebrate the 80th anniversary of the Great Victory and the 35th anniversary of the formation of the Pridnestrovian Moldavian Republic. An amnesty will be declared in this regard. The PMR President instructed to prepare relevant legislations.
