The capital investment program for the coming year is based on the proposals of the Heads of administrations

The Heads of state administrations of cities and regions of the republic in the course of the extended meeting at the presidential executive office told which objects they proposed to include in the fund of capital investment program 2020, on which objects they found support from the Government, and for which objects they still have to wait for repairs.

The application of Tiraspol included a rather voluminous list of objects totaling 67 million rubles. The state is ready to allocate 14 million from the capital investment fund for the coming year. As a result, it was decided that the construction of the Catherine Park, the entrance belvedere colonnade and playgrounds, as well as the improvement of the Dniester stadium will continue. 320 thousand rubles will be allocated to ensure access to buildings and structures for people with special needs. Work at municipal special correctional educational institution number 2 will be continued. A new building was built and equipped for children with a violation of the musculoskeletal system in 2019. It is necessary to put in order the old building and the area around the correctional school. Depending on financial capabilities, the work will be completed within one, maximum two years. The issue price is 4.5 million rubles. In 2020, at least half of this amount will be allocated. The Tiraspol humanitarian-mathematical gymnasium waited for attention. Its full repair will require an investment of at least five million rubles. Next year it is planned to allocate approximately 2.5 million. In general, the sphere of education of the capital requires, according to Oleg Dovgopol, increased attention and investment. At the slightest financial opportunity, it is precisely the public education department facilities that will be recommended for inclusion in the fund of capital investment 2020 program.

The priority of schools, kindergartens, house of youth creativity in Bendery, said the Head of the local administration. Among the institutions that have not yet been included in the program is kindergarten number 15. Roman Ivanchenko noted the urgent need to include this object in the list (roof repair is needed). It was also a question of the need to fulfill financial obligations to contractors who carried out glazing of the Severny sport center. These questions are still open. The Head spoke about the repair of the collector, which will require from 5 to 7 million rubles. Without completing these works, the city cannot begin to put the roadway in order. Investments are needed through the Benderyteploenergo line (so far the Government has left this direction without financial attention). It was not possible to close the issue of building an entry group this year. The object moves to next year. In the coming days, Bendery will open new sports grounds in the area of ​​Gorky Park, Roman Ivanchenko informed. There is a desire to equip locker rooms and showers there. The implementation of the idea will require about 1.5 million. It is planned in the future to create two more new parks for residents and guests of Bendery - in the microdistricts Solnechny and Borisovka.

The list submitted for consideration by the Slobodzeya administration initially included more than two dozen objects, the repair and construction of which would cost the state 27 million rubles. There is currently no opportunity to allocate the entire amount. The Government has reduced the list. The Head of the district noted that he was determined to defend some points. We are talking, for example, about the elevator facilities of the village. Pervomaisk (there is an urgent need to run 11 elevators). The President instructed the Government to solve this long-standing problem by allocating the necessary 1.9 million rubles from the next year’s capital investment fund. At this stage, compared with the application, the limits for the reconstruction of the cultural houses of Ternovka and Vladimirovka villages have been reduced. Today, the city’s central park is not included in the state program. Residents of Slobodzeya do not lose hope of overhauling the buildings of the theoretical lyceum and the Sukleya Russian-Moldavian school. The plans include the arrangement of playgrounds (totally of 1.9 million rubles). After a review by the local administration of the initial list, the amount of expenses for the next year decreased from 27 million to 14 million rubles. This is a vision of Slobodzeya. How convincing the Head was, time and the final decision of the Government will show.

The Head of the Grigoriopol administration said that a number of objects were proposed for inclusion in the fund of capital investment 2020 program following a visit to the region by the PMR President and the Prime Minister of. Oleg Gabuzha paid particular attention to the Vostok cinema. The President set the task to launch a socially significant object for the 30th anniversary of the republic, but insufficient funding makes it impossible, the Head of the district noted. According to him, the hope of receiving a grant for the restoration of the cinema did not materialize, therefore, one has to rely only on one's own strength and state support. Without the allocation of additional funds from the capital investment fund, it will not be possible to equip Vostok by September 2. In this case, the anniversary of the republic Grigoriopol can meet with a beautifully designed, but empty box of the building. Vadim Krasnoselsky instructed to study this issue and make every effort so that the townspeople receive a fully functioning movie theater for the holiday.

The offer of Rybnitsa residents in terms of fund of capital investment is only seven points, but the amount is considerable - 21.5 million rubles. Among the objects that the Government proposes to exclude at this stage are the Children's Sports School of Swimming and secondary school number 1. The head of the local administration insists on the social significance of the facilities and asks to return to the consideration of this issue. At the same time, Viktor Tyagay noted that the district is being improved on its own: at the expense of the local budget, a fountain complex is being built in the central park, work is planned at the stadium and embankment.

Defending the interests of residents of the Dubossary district, Ruslan Chaban drew attention of the meeting participants to the fact that under the state program of the capital investment fund, a new building of the Center for Social and Psychological Rehabilitation of Children with Life Support (the first object since Soviet times) was being built. Construction is underway for the third year. Residents of Dubossary expect that the new building will open its doors for pupils on September 1, 2020. It is planned to allocate 6.8 million rubles. On behalf of the residents of the villages of the district, Ruslan Chaban requests to find an opportunity to continue the implementation of the water supply program. A positive decision awaits in Dubovo, Boska, Doybany-2 and the village of Nova Lunga.

In the Kamenka district, they initially asked for the allocation of 23.3 million rubles from the capital investment fund. The Government today sees it possible to allocate approximately 9 million. Most of the objects declared by the people of Kamenka were included in the program, but with a reduction in the amount of financing for them. The Head of Kamenka Vladimir Bychkov noted that even such an amount is 40% higher than last year. The program included mainly schools. The list also includes the recreation center of the village of Podoyma and the Wittgenstein park, until the Oktombrie stadium has been included in it. The amount requested for improvement in the area of ​​playgrounds is fully allocated.

Among the objects that may be included in the capital investment fund's 2020 program are the building of the rehabilitation and rehabilitation center for the disabled in Tiraspol and a boiler room for Karagash. In addition, the issue of allocating funds from the fund to strengthen flood dams, the acquisition of school buses and the further implementation of the Safe City program is being discussed, said PMR Prime Minister Alexander Martynov in the course of the meeting.

Concluding the discussion on the formation of the fund of capital investment program, Vadim Krasnoselsky emphasized that it would continue to operate as much as necessary. Now we are only talking about the year 2020. “Think ahead, plan, prioritize. The interests of citizens should remain at the forefront. The most important thing is the safety of people”, said Vadim Krasnoselsky.
