Working discussion with members of the Operational Headquarters

Ruslan Mova in the course of the meeting of the Operational Headquarters under the President, reported on the checks carried out at 35 large and medium-sized enterprises of the republic. The organization of work was assessed in the fight against the spread of the virus. The quality of documentation and the effectiveness of the system of interaction with specialized structures in identifying cases of coronavirus among employees was checked in addition to meeting the established sanitary and epidemiological requirements. Control measures showed that there are shortcomings on the part of the sanitary and epidemiological service: SES often informs the management of the enterprise a week or even 10 days after the registration of an employee's infection. Often, the mechanism turns out to be the opposite: the business entity notifies the Center for Hygiene and Epidemiology about the sick person, but does not receive any recommendations or instructions in response. It was noted that the Sanitary and Epidemiological Service conducts scheduled inspections of enterprises extremely rarely. The President called this state of affairs unacceptable in conditions when the pandemic does not recede and is gaining momentum. The chief sanitary doctor was instructed to urgently establish the work of territorial divisions, and the heads of state administrations of cities and regions of the republic were instructed to take personal control over the issue of notifying the heads of legal entities about identified carriers of infection among the personnel.

Vadim Krasnoselsky, discussing the mechanism of treatment of asymptomatic patients at home, spoke about the strict implementation of requirements related to determination of circle of persons who, upon detection of infection in the body, are not hospitalized. Home treatment is unacceptable, for example, for people over 65, but there are such facts. The President recalled that violation of the regulations will entail responsibility of the relevant healthcare workers, up to criminal. The President considers constant monitoring of the state of health an extremely important aspect for the successful implementation of a new treatment practice for Pridnestrovie: at the slightest deterioration, the patient should be sent to hospital. About a hundred patients were transferred from home to hospital treatment in four days.

The issue of the quality of food in coronavirus hospitals was raised during the discussion. It was noted that there are no complaints about the menu and the quality of food preparation in hospitals served by the Shkolnik enterprise, but there are often complaints about medical and prophylactic institutions that independently provide meals to patients and staff. By a decision of the President, all coronavirus hospitals are obliged to immediately conclude contracts with catering enterprises. In the post-pandemic perspective, all medical institutions of the republic will have to abandon the practice of internal kitchens and switch to a system of interaction with specialized organizations specializing in complex food preparation. The Government has been instructed to work out an appropriate mechanism.

Another of the common complaints coming from citizens is the alleged paid treatment of coronavirus patients. The applicants say that they (or their relatives) were advised to purchase medicines of the vitamin group. The Minister of Health explained that these medicines are not essential. They are for strengthening the patient's immunity, which means, to promote recovery and prevent new diseases. The doctor does not prescribe vitamins as a treatment, but recommends taking it to maintain the body. The decision is up to the patient. As for the anti-coronavirus medicines, they are given to patients free of charge - regardless of their name and cost (the choice of the medicines is made by the attending physician, depending on the patient's condition and the form of the disease). The patient undergoes diagnostic procedures, eats at the hospital exclusively at the expense of the state. The President recalled that, unlike many countries, the Pridnestrovian state has borne the costs of treating patients with coronavirus, noting that this is a colossal burden on the budget.

During today's meeting of the Operational Headquarters, they returned to the topic of organizing training in quarantine conditions. They talked about children who, according to the decisions of the headquarters, attend educational institutions. Vadim Krasnoselsky recalled that parents who fear the infection within the team have the right to transfer their child to home schooling. The school administration is obliged to provide the student with such an opportunity by organizing the educational process remotely.

The request received by the Operational Headquarters from professional sportsmen is the opportunity to resume the training process in gyms and other closed premises. The President, having indicated that the republic is famous for its sports achievements, noted that a long break is fraught with deterioration in training. The President supports the proposal to admit sportsmen to the halls, but with strict compliance with quarantine requirements, in particular, limiting the number of citizens who are simultaneously in the premises.
