One of the topics of the working discussion in the course of the Operational Headquarters meeting is the spread of COVID-19 in secure institutions. The President recalled that inmates of boarding schools are in confined space and if a carrier of the virus enters the collective, there is a high risk of mass morbidity. The entrance filter for visitors is one of the most important factors in ensuring the safety of wards of social institutions, the President emphasized. In addition, he spoke about the inadmissibility of sending the sick person home. The source of infection should not move from one collective to another, thereby increasing the contact circle. The administration of the institution must ensure the immediate isolation of the patient, and then hospitalization. Vadim Krasnoselsky spoke about the appeals he received from the parents of the pupils of the Cadet Corps and the Suvorov Military College. These institutions continue the educational process in full-time mode unlike most educational institutions. The leadership of the Republican Cadet Corps and Suvorov Military College insisted on this, arguing with the possibility of isolating cadets and pupils of Suvorov Military College from communication with the outside world within the walls of educational institutions in conditions of epidemiological instability. In this situation, in case of admitting the facts of coronavirus disease or even with the slightest suspicion of infection in the wards, the administration must attend to testing.
Another specific category of COVID patients that was discussed at the meeting is citizens in prison. The President was informed that the outbreak of morbidity in the Department of Corrections-2 has been extinguished. There were identified 437 carriers of the virus, all of them were successfully treated. Selective preventive testing is carried out in penitentiary institutions on behalf of the President. The focus of infection was identified as a result at the penitentiary institution in the village of Glinoe – fifty PCR tests were positive. The disease in almost all convicts is asymptomatic. Coronavirus hospital has been deployed on the basis of the institution. It was headed by a doctor from the Grigoriopol hospital, the nursing staff was formed from among the employees of the State Penitentiary Service. The specialized civil service has an X-ray machine at its disposal. If it is necessary to carry out a computed tomography, the infected citizens serving sentences will be taken to the Dubossary hospital. The President emphasized that the sick people should be provided with full-fledged treatment, recalling that everyone is equal in the rights to medical care. Vadim Krasnoselsky in addition considers it expedient to increase the number of allowed parcels for this category of prisoners during the period of illness. Their nutrition should be enhanced.
