The President heard the Report of the Head of Grigoriopol district

The President held regular reporting meeting. The Head of Grigoriopol Oleg Gabuzha informed about the activities of the State Administration of Grigoriopol district and Grigoriopol at the end of 2020. The working dialogue was organized in video communication. Representatives of the legislative and executive branches of Government took part in the discussion.

The reporting data contains information about activities of the administration staff directly - the number of meetings held, working meetings, receptions of citizens, addresses considered and decisions taken. Speaking about the district, the speaker noted that the population is 38536 people who live in one town and 27 administrative units of rural type. 244 babies were born in the district during the reporting year 2020. Migration growth was noted - plus 326 people.

Budgetary policy. The district's income amounted to 120 million rubles. Even taking into account the balance of 3,4 million in the treasury at the beginning of the year, receipts were 6 million less than in 2019. Local revenues accounted for less than half of the total. 116,7 million spent during the year (6 million less than last year). 73% of funds spent on socially protected articles. Overall production figures for 2020 are higher than previous ones. At the same time, three organizations increased their output, three others, on the contrary, showed a decline. The dynamics of changes in the consumer market is insignificant. 426 organizations were involved in the sphere of small business, 2206 entrepreneurs carried out individual activities, 1038 of them were private farms operating on the basis of entrepreneurial patent. In general, the number of patent applicants has been reduced by almost a hundred per year. In the reporting period, despite the nationwide diversion of funds associated with spending on the fight against the pandemic, programs for the development of the road industry, repair of sidewalks, improvement of the territories of educational and socio-cultural organizations, as well as investment programs were implemented. Road equipment was purchased during the year. Not in full, but nevertheless, young families and specialists were credited, as well as agrarian enterprises (agrarian enterprises were allocated 1,2 million rubles as loans), said Oleg Gabuzha. He focused on the results of the activity of the agricultural sector, recalling that three quarters of the area of ​​the region is agricultural land. The report noted that in the past year more than 250 hectares of non-fertile plantings were uprooted and 15 hectares of land were planted with perennials. Agricultural products were produced by 585 entities, of which 54 organizations and 531 peasant farms. Due to the drought, crops, the harvest of fruit and berry crops and grapes on tens of thousands of hectares of land died in the Grigoriopol district. Nevertheless, 46 thousand tons of grain, 17 thousand tons of industrial crops, 4,5 thousand tons of vegetables, almost a thousand tons of melons and three and a half thousand tons of fruits and berries were harvested. Nearly 30000 hectares of winter crops have been sown for the 2021 harvest.

Road works were carried out during the reporting period. Changing the gravel to cement-concrete or asphalted targeted renewal of the road surface. The sidewalks were repaired - 1800 square meters were paved with tiles, concreted or covered with asphalt. A total of about 13 million rubles have been allocated for the repair, maintenance and current repair of roads of republican and local significance. The street lighting network did not increase in the reporting period, the speaker noted, drawing attention to the fact that a significant amount of work in this direction was carried out a year earlier; funds were allocated in 2021.

The report focuses on the infrastructure, material and technical equipping of educational institutions and social organizations. The Head of the district administration said that last year a site was prepared for the construction of sports ground for school No. 2 (old warehouse premises were demolished), the courtyard of school No. 1 was tiled, the territory of the city kindergarten No. 20 "Fairy Tale" was improved. Capital Investment Fund 2020 funds were used to renovate the Izvorash kindergarten in Tashlyk village. The premises of the medical-social-rehabilitation group of kindergarten No. 5 in the Mayak village were overhauled. Window blocks have been replaced in several educational institutions. Repairs were carried out, and computer equipment was purchased at the expense of local investors. The city cinema "Vostok" and the House of Culture of the village of Malaeshty underwent infrastructural transformation within the framework of the capital investment program and at the expense of other sources. In general, 7,8 million rubles were allocated to the Grigoriopol district through the Capital Investment Fund in 2020. The work was carried out to restore the mass grave of Soviet soldiers in the village of Karmanovo under the program for the preservation of immovable objects of cultural heritage. The premises of the district administration were repaired last year, the entrance to the central city park was landscaped, and a staircase leading to the stadium was built.

Oleg Gabuzha considers important the work on sanitary cleaning of settlements, in particular the elimination of spontaneous dumps, as well as landscaping. At the same time, the speaker emphasized that a significant part of the planting material was grown in the local greenhouse economy. Another important aspect is the export outside the republic for utilization of 122 tons of pesticides that were stored for decades in the warehouses of former state and collective farms (the project was implemented with the support of European organizations). Another achievement is the launch of the production of paving slabs. The line, installed at the end of last year, with a capacity of 15 thousand square meters per year, began operation in January 2021. A significant event for the residents of Grigoriopol was also the commissioning of an apartment building built under the presidential program of affordable housing.

The work to attract investors is underway. An agreement was signed in the summer of 2020, thanks to which a line for processing and bottling honey, production of beehives and wood products was launched on the basis of a cannery. The planned investment amount is 2 million euros. The first tranche under the agreement is aimed at repaying the historical debt of the enterprise. It is expected to create 300 additional jobs in the future.

Grant funds were also used in the district. The Albinutsa kindergarten and purchased equipment for the technology classrooms of the Malayesti school were repaired. There are preliminary agreements on financing the project, the purpose of which is the modernization of health care facilities. We are talking about the possible creation of medical and social center. Negotiations are also underway to allocate funds for the complete reconstruction of the roadway of a karting track in Grigoriopol. The cost of the investment project under discussion is 150 thousand euros.

After hearing the Report of the Head of the district, Vadim Krasnoselsky noted that the administration coped with the tasks set. According to the President, the result is visible not only to the country's leadership, but also, most importantly, to the residents. As for the plans for the future: the President aimed at the prompt and full use of funds allocated for development of the district, including under the capital investment program. Vadim Krasnoselsky urged to continue work on the improvement of leisure areas, in particular the central park and the square of the PMR Defenders. Complex sports ground, a heating system for one of the buildings of school No. 2, the "Fairy Tale" kindergarten, treatment facilities and a water supply system in Grigoriopol are among the city objects listed by the President that require attention. Vadim Krasnoselsky emphasized that the rural infrastructure needs modernization. The outpatient clinic of Tashlyk village is to be repaired, as well as a large amount of work in the field of water supply in rural areas. The President's instructions relate to the reconstruction or laying of water supply networks in Glinoe, Kolosovo, Malaeshty, Karmanovo (it is necessary to bring the reservoirs of drinking water into proper condition in this village). Drilling is planned in the village of Butor. Speaking about the provision of villages with water, Vadim Krasnoselsky expressed gratitude for the efficiency shown in solving the previously set task of laying a water supply system in the village of Veseloye. Despite the adverse weather conditions, the work was completed within a month and a half. Water, electricity, gas, high-quality roads, as well as comfortable schools, kindergartens, cultural and sports establishments - all this is necessary for the preservation and development of villages, emphasized Vadim Krasnoselsky.

The President urged to pay due attention to greening of settlements, noting that this work should be of a systemic nature.
