The President held a meeting with representatives of the business community of Pridnestrovie

The President met with representatives of the Pridnestrovian business at the House of Official Receptions of the Presidential Administration. The leaders of two dozen enterprises as part of the Union of Industrialists, Agrarians and Entrepreneurs of Pridnestrovie Republican public organization, as well as the leadership of the Union of Industrialists, Entrepreneurs and Agrarians of Pridnestrovie, were invited to the conversation. The organization was founded in 1999. It united 29 economic entities at that time. Today it includes more than a hundred representatives of the real sector of the economy – industry, agro-industrial complex, construction, road, transport, medium and small businesses. The Union actively interacts with state authorities, improving mechanisms aimed at stabilizing and developing the Pridnestrovian economy.

The discussion was preceded by the ceremonial part of the event. The President presented a state award to one of the entrepreneurs invited to the conversation. Mikhail Penkovsky was awarded the Order of Merit, II degree, on the occasion of his 70th birthday. The Head of the collective farm "Lenin's Way" (the village of Khrustovaya, Kamenka district) was recognized as the Entrepreneur of the Year at the end of 2020.

The admission of Pridnestrovian enterprises to international passenger and cargo transportation is among the issues raised at today's meeting. They said that obtaining permits is a problem that has been constantly discussed, since 1998 to this day, within the framework of the negotiation process with the Republic of Moldova, but Moldova as before is blocking the adoption of the solutions proposed by the Pridnestrovian side. The PMR Ministry of Foreign Affairs does not abandon its attempts to reach out to the Moldovan negotiators and international participants in the dialogue.

Another problem that was discussed with the President is illegal transportation. They talked about various methods of combating this kind of offenses. It was noted that four raid checks were carried out on the Pridnestrovian roads only in April-June of this year. This practice of joint control measures of the traffic militia and the Department for Combating Economic Crimes will be continued on behalf of the President. Vadim Krasnoselsky considers bringing to administrative, and in case of repetition of offenses and to other types of responsibility as an effective tool and effective leverage. He considers the mechanism of licensing in the sphere of transportation to be disciplining factors. 

Pilot project that is gradually being implemented in the construction industry was discussed during the conversation. They talked about the introduction of a resource pricing method (so far with parallel use and base-index). The full transition is scheduled for early 2022. There was a proposal to prolong the action of the mixed form for another year. This is necessary for the full adaptation of the regulatory framework, some participants of the meeting consider. Considering that the software has been developed, personnel are being prepared in working order, and there is still six months before the end of the transition period, after a reasoned discussion, they came to the conclusion that plans will not change, at least with regard to the objects of Capital Investment Fund.

The interlocutors agreed on the advisability of fixing at the legislative level the time limits for holding tender procedures for objects included in the capital investment program. It is proposed to set a time maximum at the level of the first quarter of the year. When discussing various aspects related to holding a tender to determine a contractor, they raised the topic of the correct organization of tendering competitions, which should be based on equality of participants without any advantages in relation to, for example, small businesses. The simplified preferential taxation system makes them more competitive in comparison with large organizations, according to representatives of the Union of Industrialists, Agrarians and Entrepreneurs of Pridnestrovie. Their consolidated position: first of all it is necessary to take into account the availability of a material and technical and production base corresponding to the state order, human resources, experience and a proven reputation in practice. Another important factor is the ability of an economic entity to bear responsibility, including financial, in the event of failure to fulfill its contractual obligations, the President noted in the conversation. There were also specific requests and proposals. The Odema factory for example is counting on the priority right to participate in the competition for a government order related to sewing uniforms for the republic's security forces. Vadim Krasnoselsky recalled that domestic manufacturers are still in a more favorable position compared to foreign participants (10% is provided for local organizations when comparing the cost of an order offered by tender participants). In general it is unacceptable to violate the principles of equality: the competition must be fair, the President emphasized.

They also discussed the issue of maintaining tariffs for the services of natural monopolies. The growth of prices for the population is not planned in the current and next year, said Vadim Krasnoselsky. As for legal entities, tariffs are adjusted pointwise up or down, depending on the situation.

Development of the reclamation complex was discussed in the course of the meeting. It was noted that this process was facilitated by the maintenance of the cost of irrigation water at the level of 70 kopecks per cubic meter. Introduced as a temporary support measure this norm has been prolonged and continues to operate. Vadim Krasnoselsky recalled the direct dependence of the price of water on the number of consumers: an increase in the irrigation network leads to a reduction in the costs of each entity for its maintenance. The President focused on the participation of not only agricultural but also industrial enterprises in the implementation of this significant economic project. Vadim Krasnoselsky noted the contribution of the Elektromash plant to the provision of reclamation systems with the necessary equipment. He spoke about the importance of carrying out preventive and adjustment work within the republic, which was also undertaken by the Tiraspol enterprise.

The issues related to the road industry were discussed at the meeting. They talked about the need to put in order not only the central, but also the so-called secondary roads. Mentioned the developed schedule for the repair of the most damaged areas. It is planned to allocate 63 million rubles in 2022. They asked about updating specialized equipment. It is noted that recently it has been purchased not for budgetary funds, but at the expense of the profit of road organizations, which now remains at their disposal - for these purposes. They focused on the topic of long-term planning of works on engineering underground networks. Vadim Krasnoselsky spoke about the draft five-year program sent to the Supreme Council for consideration, within the framework of which it is planned to allocate almost 207 million rubles for heat supply, gas supply and water supply facilities.

They discussed aspects related to the participation of enterprises in the dual education system. The spheres that need staffing were discussed. They asked about the possibility of extending the preferential lending terms for farmers who have suffered losses due to bad weather. They asked to buy a CT scanner for the hospital in Kamenka. At the meeting the difficulties faced by exporting enterprises were discussed. They focused on positive changes in the relationship between business and customs authorities. The entrepreneurs asked if the department's policy would change after the change of leadership. The Head of the committee assured that the chosen course, which has proven its effectiveness, will be preserved. Vadim Krasnoselsky, in turn, noted that information and advisory functions should prevail over fiscal in the activities of other state institutions. The President drew attention to the fact that relations between business and the state are acquiring more and more pronounced partnership forms. He aimed at continuing a constructive dialogue, noting that through the joint efforts of all interested parties, one can achieve success in any business.
