The President held working meeting with the leadership of the PMR Ministry of Health

Speaking about the present and future of Pridnestrovian health care, the President invited not only the Minister and his deputies, but also the Chairman of the Government and the Head of Executive Office of the PMR. Taking into consideration that the leadership of the Ministry of Health has been fully updated, it was about the problems that the appointed administrators have to solve as a matter of priority, as well as long-term plans. Vadim Krasnoselsky noted that the personnel changes were perceived positively by the public, emphasizing that the leadership of the country and the Pridnestrovian people are counting on Alexei Tsurcan and his colleagues, who are faced with a difficult task: to restore public confidence in Pridnestrovian medicine, to change the philosophy of relations in the health sector, to improve the quality of the situation infrastructure and the level of provided services.

Alexander Martynov specified the tasks. The activities of the leadership of the Ministry of Health are now focused on the formation of the functional structure of the department. This purely administrative work must be completed this month. The second stage (the deadline for its implementation is limited to the 10th of May) is the development of a comprehensive action plan. It will be based on the instructions formulated earlier by the leadership of the republic for 2019. Alexander Martynov focused on the key problems, the solution of which will allow, in the opinion of the Government, to rectify the situation in health care. These related to personnel issue. Various options for motivating and supporting health workers are being considered (increase in official salaries, improvement of the system for calculating allowances, assistance in acquiring housing, creating conditions for raising the level of professionalism and qualifications, etc.). President assigns the main role to personnel policy. Vadim Krasnoselsky emphasized that there is a high-quality educational base in health care in Pridnestrovie. According to him, the Faculty of Medicine of Pridnestrovian State University is an effective training platform. According to the President, more attention should be paid to the creation of effective system of postgraduate studies. The President is sure that there is a sufficient number of practitioners and theorists in medicine who can and should share knowledge and experience with colleagues. Raising the level of qualifications of each physician and employee of the Ministry of Health should be systematic. The experience of the Ministry of Education and the Ministry of Internal Affairs speaks about the effectiveness of the practice of constantly updating and testing the knowledge of specialists. Naturally, narrowly specialized doctors will if necessary be sent to study abroad, but the republic can prepare the staff of Pridnestrovian health care on its own, the President stated. The interlocutors also said that studying should not be a profanation, it is unacceptable to attend postgraduate course for appearance's sake. The system will be effective only when all parties are interested in increasing the level of quality of medicine, it was noted during the meeting.

The problems of priority importance include development of a program of measures for the prevention and treatment of diseases whose mortality is unacceptably high in the republic (cardiovascular and hepatitis), as well as the organization of the clinical examination of the population. Alexander Martynov said that its goal is to make efforts at the level of family practitioners, general practitioners to diagnose diseases early and prevent people from going to the hospital.

Work is already underway and will continue on the construction of new and reconstruction of existing infrastructure facilities of medical institutions. The program of capital investments is a major help in solving this problem. Vadim Krasnoselsky recommended the minister and his deputies to follow his example and personally inspect the republic in order to familiarize with the situation on the ground. Inventory of health facilities, an analysis of their condition, an assessment of the feasibility of maintaining one or another object or the need to expand the network in specific locations will optimize the system, make rational use of funds and provide high-quality medical services to maximum number of citizens, the President is sure.

The Minister of Health reported that the work had begun in all directions. A generalized action plan is being prepared not only for 2019, but also for the long term, said Alexei Tsurcan. If this year becomes the start for the launch of the updated mechanism, then 2020, officially called the Year of Health, should be a breakthrough for Pridnestrovian health care, it was noted during the working discussion initiated by the President.
