Message from the PMR President to public and administrative authorities. Guidelines for the activities of the PMR Supreme Council

1. To prepare a unified system of remuneration for employees of the public sector of the PMR and the ratio of official salaries, while maintaining parity in government positions, taking into account the importance of the duties performed by officials both horizontally and vertically as well as the multifunctionality and versatility of government bodies together with the Government of the Pridnestrovian Moldavian Republic, based on the analysis carried out by the Government of the pilot project being implemented, aimed at increasing wages (salary, monetary allowance) of workers (employees) through reorganization (organizational and staffing) measures, prepare proposals for improving the legislation on wages, observing the principles of equality and hierarchy of positions of public authorities and management. To systematize, but not to harm. This is what we're talking about.

2. To complete the work on developing a new Criminal Procedure Code of the Pridnestrovian Moldavian Republic together with the Ministry of Internal Affairs, the Ministry of State Security, the Ministry of Justice, the Investigative Committee, the Prosecutor's Office, and the Supreme Court of the Pridnestrovian Moldavian Republic.

3. To provide together with the Government of the Pridnestrovian Moldavian Republic, when forming the Republican budget for 2025, for the financing of expenses aimed at implementing measures for the repair and restoration of objects of the state reclamation system in volumes comparable to or exceeding the amount of funds received from the payment of a targeted fee to support the reclamation complex, from other (additional) sources of financing budget expenditures. We are talking about mastering sources of financing and continuing work. For example, if they set a goal of 40 thousand hectares for irrigation this year, then this figure should increase in 2025.

Returning to the issue of irrigation, let me remind you that 62 thousand hectares of land in general were irrigated on the territory of Pridnestrovie under Soviet rule during the Moldavian SSR. Today there are 33 thousand hectares. This year we are setting the target at 40 thousand hectares. We are moving at a good pace, considering that by the beginning of 2017 there were just over 8 thousand hectares under irrigation. Everything is within our power, moreover, using new irrigation technologies. 40 thousand hectares will be no worse in efficiency than 60 thousand hectares under Soviet rule. There are perspectives for growth. There is not enough land, so it is impossible to do without technology.

4. To work out together with the Government of the Pridnestrovian Moldavian Republic the issue of increasing wages for public sector employees and pensions.

5. To carry out together with the Government of the Pridnestrovian Moldavian Republic the work on the normative regulation of the procedure and rules for land turnover, taking into account the existing state, municipal, private and other forms of ownership in the republic. This task was set for the Government.
