To the PMR Ministry of Education:
1. To continue work in the system of preschool, general and special (correctional) education on:
a) ensuring the availability of high-quality preschool and general education, regardless of the child’s place of residence;
b) updating the content of education and improving the quality of education at all levels (updating the content of educational programs, conducting, improving the education quality system, including conducting diagnostic testing);
c) formation of a digital educational environment, which is aimed at increasing the accessibility and quality of education through the use of modern technologies (continuation of the “Electronic Journal”, “Electronic School of Pridnestrovie” projects) implementation. At the same time, no one excludes the “student-teacher” contact, but modern methods of the 21st century must also be used, of course.
2. To continue in the field of development of secondary vocational education:
a) implementation of a practice-oriented (dual) training system;
b) improving the mechanism for the distribution and employment of graduates of vocational education organizations;
c) measures to increase the effectiveness of career guidance work with students of general education organizations of the PMR.
3. To ensure the implementation of retraining and advanced training programs for teaching staff.
4. To implement in the field of educational work and youth policy:
a) creation of a unified movement of children and youth;
b) implementation of activities for the patriotic education of children and youth (including the “Outstanding People of Pridnestrovie” project, the “Young Patriot of Pridnestrovie” military-patriotic game, the “Dialogue on Equals” project);
c) carrying out preventive measures for a healthy lifestyle;
d) development of voluntary (volunteer) activities in the PMR;
e) develop a course of lectures on the following topics:
- “Legal basis of statehood of Pridnestrovie”;
- “Formation of the community “Pridnestrovian people””;
- “War on the Dniester”;
- “Victory in the Great Patriotic War of 1941 – 1945”;
- “Pridnestrovians in the Great Patriotic War 1941 – 1945”;
- “Pridnestrovie is an established democratic legal state”.
The developed course of lectures is to be read on a systematic basis in organizations of general education, secondary and higher vocational education, including educational organizations subordinate to the Ministry of Defense of the PMR, the Ministry of Internal Affairs of the PMR, the State Service for Culture and Historical Heritage of the PMR, the State Service for Sports of the PMR.
What I have mentioned has a very serious basis, a serious necessity. The course of lectures and open lessons must be continued. Dear colleagues, heads of administrations included, you should get involved in this. Choose topics, including those that I have outlined, gather an audience and talk to young people. Moreover, you need to do this creatively, in an interesting way, so that your lecture does not turn into the well-known “Is there life on Mars?” Do you understand? So that children are interested in that word, in the information that you will convey to young people.
One more thing: please practice physical education minutes in all schools, secondary specialized and higher educational institutions. This is very important for children, very important.
Pridnestrovian State University named after T. G. Shevchenko:
1. To implement joint educational programs in a number of areas of training with leading universities of the Russian Federation.
2. To create conditions for the development of non-professional mass student sports.
I hope that the central Tiraspol stadium, the city stadium and the area in front of the stadium will be renovated soon. There will be football fields, volleyball fields, a workout area, and playgrounds. It is necessary to draw up a schedule so that it is convenient for students and so that attendance is one hundred percent. I am convinced that it will happen, but order is needed in principle.
3. To develop and implement a waste recycling system for electronic devices and equipment (computers, office equipment, etc.).
4. To ensure the implementation of government orders on the topics of research, development and technological work of research laboratories (under civil contracts) and research work within the framework of departmental science of faculties, institutes and branches.
5. To open an Archaeological Center, including an exhibition hall (museum) with relevant funds.
6. To carry out through the Capital Investment Fund:
- major renovation of buildings No. 3, No. 7 (Faculty of Medicine, here mostly design work), No. 11 (Faculty of Economics);
- improvement of the campus;
- purchase of equipment for the gyms of buildings No. 1, No. 3, the Engineering and Technical Institute, for the sports grounds of the campus, the Engineering and Technical Institute and the sports and fitness complex "Commonwealth", for buildings "B" and "C";
- updating the material and technical base of the training workshops of the Engineering and Technical Institute.
Carrying out capital works and financing for the purchase of equipment are very important for the Pridnestrovian State University as well as for the entire republic. This is our basic component, this is the alma mater for many, this is the foundation of higher education, education of good quality. Naturally, we must do everything possible to completely complete by 2026 the major repairs and reconstruction of all buildings of Pridnestrovian State University, including the Faculty of Physics and Technology.
