1. To create and launch the “Electronic Democracy” State Information System, which will ensure publicity and openness of public control and accounting of its results, information interaction of subjects of public control among themselves, as well as with government bodies and organizations. Of course, strictly observing the law on personal data, taking into account the “yellow” code of terrorist danger and all other risks for Pridnestrovie at the same time. We need to take control of electronic democracy.
2. To carry out further development of the “Public Services Portal” State Information System. To implement the introduction of a new design, the ability to register for personal visits to departments to receive government services and transfer regular government services to electronic form. This is 21st century. The “one window” mode is a thing of the past. There are Government services, a portal, the Internet... These areas need to be mastered and developed.
3. To create and launch the “Identification and Authentication System” State Information System, which will provide users with a single account for access to government information systems.
4. To continue the implementation of the main directions of the state information policy, defined by the PMR Development Strategy.
5. To popularize traditional family values and the institution of family in the context of the Year of the Family and Family Values. Provide information support for events of the Year of the Family and Family Values.
6. To popularize topics aimed at preserving the historical heritage of the PMR, as well as information support for events dedicated to the 80th anniversary of the liberation of Pridnestrovie from the German-Romanian invaders, the 35th anniversary of the withdrawal of Soviet troops from Afghanistan, the next anniversary of the formation of the PMR and the 100th anniversary statehood of Pridnestrovie, namely the creation of the MASSR. These are all big blocks, they need to be dealt with.
Dear colleagues, there is a concept of “genocide”, we have all heard about it, we know everything about it. There is the concept of “ethnocide”. Ethnocide is a hidden form of destruction of national dignity. There seem to be people. What about the people? Language, history, culture, traditions, museums. So they are not there, you understand? That is, the people, they exist as a tribe, and through certain technologies they are deprived of national dignity, they are deprived of their foundation, and they ultimately dissolve, their past is taken away from them. They are forced to forget his history, his ancestors, to absorb some new values, alien values. This is ethnocide. I will not give examples, but I will say that this will not happen in Pridnestrovie. We must develop our history, remember it, we must speak our languages, promote our traditions, our values, build museums. If someone is against it, it means they are playing into the hands of ethnocide, you understand? It's all connected. People sometimes don't understand what they are saying. They think like this: time is not right, there is no need to spend money... No, we need to spend it! This is investing money in the people, it is reasonable and correct. The archives should be in the appropriate order, definitely, but more on that later.
7. To develop a legislative initiative (I already gave such instructions at the beginning of the year) to establish criminal and administrative liability for hacking private accounts on social networks. This is already the topic of the day. Everyone uses these resources, and unscrupulous people, scammers hack into accounts, blackmail people, extract various information from there, commit fraudulent acts, etc. Many states have long introduced criminal liability for such actions, and we should have it too. This initiative must be sent to the Supreme Council for consideration as soon as possible.
8. To carry out in 2024 as part of the implementation of the main directions of the state information policy through the state republican media the work on the patriotic, spiritual and moral education of youth by creating the project “Contact Living History”, aimed at studying and glorifying the exploits of participants in the combat operations of the Great Patriotic War, living in the PMR, for its subsequent coverage in 2025 for the 80th anniversary of the Great Victory. This is a cycle for Victory Day by and large, which can be started this year and must be done constantly.
9. To create a series of artistic and journalistic broadcasts and programs on the following topics:
- Legal foundations of statehood of Pridnestrovie;
- Formation of the community “Pridnestrovian people”;
- War on the Dniester 1992;
- Victory in the Great Patriotic War 1941 – 1945;
- Pridnestrovians in the Great Patriotic War of 1941 – 1945;
- Pridnestrovie is an established democratic legal state.
The created information product should be systematically broadcast on state media and on the Internet on appropriate resources.
