Report of the Kamenka administration: results and plans

Reporting meeting was held at the presidential executive office, it was dedicated to the results of activities of the State Administration of Kamenka district and Kamenka. The report was voiced by the district Head Vladimir Bychkov. He began by saying that the main guideline and action plan last year for the administration was the Kamenka District Development Strategy for 2019-2026. The draft of this document was once discussed with involvement of the public and it was adopted by the local city council.

Vladimir Bychkov spoke about documentation received by the state administration during the year, noting that its volume has grown significantly compared to 2018: the document flow amounted to 26121 units. 925 written requests were received. The Head was visited by 183 people at personal reception. The Head emphasized that all applications were considered on time. Vladimir Bychkov noted that based on the requests of citizens and the problems raised by them, collective meetings were held in various settlements of the region and at enterprises. A common practice is the participation of the district Head in the meetings.

Speaking about demographic processes, Vladimir Bychkov noted that 141 children were born in the district, but the birth rate in 2019 is three times lower than mortality. The Head of the administration of the positive factors highlighted the positive migration dynamics: if in 2018 the outflow of the population minus 56 people was recorded, then 48 are in plus in 2019.

The budget of the Kamenka district received 76 million rubles in the reporting period, half of this amount - is own revenues. Costs amounted to almost 80 million. 64% were directed to funding socially protected articles. The average salary in the manufacturing sector amounted to 2468 rubles (11.5% higher than in 2018), in the non-manufacturing sector - 2872 rubles (an increase of 13.2%), the Head said. Vladimir Bychkov highlighted the increase in salaries for employees of road maintenance and construction department. 20% increase made it possible to improve the personnel situation at the enterprise.

The basis of the region’s economy is agribusiness. In this area, there are one and a half dozen legal entities and hundreds of peasant farms (45 new peasant farms were created in 2019). The main direction of agriculture is crop production. High grain productivity was noted, moreover, it is higher for private agricultural producers than for large land users, Vladimir Bychkov stated. In this regard, Vadim Krasnoselsky noted that it is important to control the efficient use of land resources, and in addition, it is advisable to stipulate the cultivation of vegetable or stone crops in a certain percentage ratio as a burden for grain exporters. Speaking about the development of gardening, the Head of the district said that in the reporting period an additional 50 hectares of fruit plantations were planted, moreover, the emphasis was not on apple orchards, as before, but on stonefruits.

The largest industrial enterprise - Kamenka Cannery - produced 4431 cans of canned food in the reporting period (40% more than in 2018, while the production of concentrated juice seriously fell due to a low apple crop (in 2019, 623 tons, in 2018  - 1527 tons). If we talk about the volume of production at current prices, it is slightly (+ 3%) higher than the previous year, with sales revenues up 72% and tax revenues up 66%. by five units and amounted to 2017 people. 41 types - an assortment of products. Among the problems facing the plant, the head of the district highlighted the limited funds and the presence of debts - loans and energy (debt from previous periods). It was a question of refusing a loan. Deputy Prime Minister Sergei Obolonik explained, due to the fact that credit funds were requested for the purchase of new equipment, which the future owner is not a fact of use in the production process. The fact is that the cannery is put up for privatization. There is information about three applicants, said Sergei Obolonik.

As an example of an effective business executive, the Kamenka sanatorium "Dniester" is presented. Vladimir Bychkov spoke of a noticeable increase in the number of visitors, thanks to which income from the provision of paid services amounted to 38.8 million rubles in the reporting period. The administration of the institution invested 9 million in the development of the material and technical base of the sanatorium.

Municipal enterprises of the district - Market of Kamenka, Architecture, Garant-Service, road maintenance and construction department - are active and profitable. In the field of small business, 1,491 people are registered (data for 2018: 1210 individual entrepreneurs). Most patents are issued to the peasant farms.

Speaking about the transport sector, Vladimir Bychkov noted that all relevant programs have been completed, but there is a problem with the quality of service. There are 4 carrier organizations in the area. The fleet of each of them is outdated, but not updated, the head informed with concern. Another aspect that he drew attention to was the reluctance to conduct routed flights in the suburban areas on a systematic basis.

They spoke in the course of the meeting about the situation with water supply in the Kamenka district. There are progress in this direction, but the forthcoming amount of work on the centralized provision of settlements with drinking water is quite large. Work will continue this year. At the slightest opportunity, additional funds will be allocated from the capital investment fund. With regard to the implementation of the fund of capital investment program on the territory of the Kamenka district, in the reporting period, funds were allocated to bring nine objects of social infrastructure into proper condition.

Having listened to the report of the Head of the State Administration of Kamenka district and Kamenka, as well as the answers of Vladimir Bychkov to the questions and proposals of the meeting participants, the President gave a number of current instructions and outlined the tasks for the coming period. Vadim Krasnoselsky especially focused on some aspects. It was, for example, about the need to take measures at the government level aimed at supporting motherhood and childhood. According to the President, the development and adoption of state programs is needed, which will become a stimulating factor for the birth rate increase. As for the improvement of the migration situation: the President is confident that the positive dynamics will continue, as Pridnestrovie is demonstrating increasing social and economic stability and security. Summing up the results of the meeting and the work of the Kamenka administration, Vadim Krasnoselsky noted that there are positive changes. The area is being improved, and a significant merit in this belongs to the local leadership, the President considers. He expressed confidence that there is potential for further development.
