The head of Tiraspol spoke about the capital life in 2023 and summed up the work of the state administration

State administrations of towns and districts of the republic report on the work done in 2023. They discussed today how the past year passed in the capital. The meeting was held via video conference. Oleg Dovgopol reported. The President assessed the activities of the state administration.

Local budget revenues exceeded the planned indicators and amounted to 513.6 million rubles, according to the information announced by the head of Tiraspol. Almost 450 million of these are own funds, 40 million are subsidies for the development of the road industry, 25 million are money from the republican treasury. 520 million were spent over the year, 300 million of which were spent on financing socially protected items.

The population of Tiraspol is 127282 people. There are almost 10% more women than men. 957 residents of Tiraspol were born in 2023. The number of boys and girls born in the reporting period was almost equal: 478 and 479, respectively. Twins were born in 14 families. Separate records are kept of the demographics of Dnestrovsk (the two cities have a common state administration). 9520 people live there. 33 babies were born – 24 boys and 9 girls.

There are 59 educational institutions in the capital with a total enrollment of 13910 children: 32 kindergartens, 12 secondary schools, three with gymnasium classes, four additional education organizations, three correctional institutions, a gymnasium, a lyceum, an orphanage, an educational and preventive center, a social educational work center. There are seven more educational institutions in Dnestrovsk. Funding for the educational sector amounted to almost 270 million rubles. Income from the provision of paid services exceeded three million at the same time. 2631 children were provided with food at the expense of the state. 131 children from families arriving from Ukraine attended educational institutions in Tiraspol last year. Additional education is available to them. In addition, 67 such students were given school supplies free of charge.

3.2 million rubles were allocated for the cultural sector in Tiraspol in 2023. More than half of this amount was spent on upgrading equipment. The community club in the village of Kremenchug was renovated (1.2 million rubles) at the expense of the Capital investment fund. New suits were bought. 1461 events were held in the capital and 246 in Dnestrovsk during the year.

The sports sector is represented in Tiraspol by seven sports schools (30 sports, 289 educational groups, 3352 trainees). Annual funding for the sports sector is 24 million rubles. Major infrastructure projects include the reconstruction of the city swimming pool, stadium and ice skating rink. Oleg Dovgopol said that Tiraspol sportsmen participated in 689 competitions during the year, including international ones, winning 1558 awards of the highest dignity, 1342 for second place, 1379 for third. There is one sports school in Dnestrovsk with 488 students. 1.3 million rubles were allocated from the local budget for sports expenses. There is a major overhaul at the stadium of Dnestrovsk.

The PMR President made specific mention of the Spartak camp. Almost a thousand children underwent rehabilitation there during the season.

An important block of the report is economics. Capital enterprises produced industrial products worth 3.38 billion rubles, enterprises of Dnestrovsk – 3.5 billion. There is a noticeable increase compared to 2022 in Dnestrovsk production in the electric power industry, mechanical engineering, and metalworking. 180 facilities in the field of trade and services have been opened in Tiraspol (65% more than a year earlier). At the same time, 81 facilities closed their activities (twice as many as in 2022). 782 permits for off-site trading were issued (+7%). 14 agricultural fairs were held. 7739 entrepreneurs worked, the total amount of payments made for the patent was 14.8 million rubles (almost 15% more than in 2022). Entrepreneurship of Dnestrovsk is showing a decline: the local budget received 75 thousand rubles from patent holders, which is 127 thousand less than in the previous year. The dynamics in the trade sector have declined: 8 facilities have been opened (11 in 2022).

The transport sector of the capital employs 19 trolleybuses, 127 minibuses and 270 passenger taxis. City network – 29 regular routes. It is served by six carrier companies. Residents of Tiraspol and city guests used electric transport 5666600 times. Passengers paid for 1811000 trips. Income – 4620270 rubles. All indicators are slightly higher than 2022. A major overhaul of one trolleybus, specialized vehicles and special equipment, heating systems, production facilities and administrative buildings of the Tiraspol Trolleybus Administration was carried out during the reporting period. In addition, the contact network along Mira Street was reconstructed, 10 were updated and four new stopping pavilions were installed. Government costs to pay off losses of the Tiraspol Trolleybus Administration exceeded 14 million rubles. Oleg Dovgopol noted the advisability of directing funds to purchase modern electric buses, which will become a profitable and effective alternative if they do not completely replace trolleybus service.

As for state support for young families: a positive decision was made on 61 applications, 46 agreements were concluded, and 40 families actually moved into their own housing. In addition, there are currently 19 loan agreements in force, one of which was concluded in 2023 (conditions - 100 thousand rubles at 1% for 5 years).

The law enforcement sphere was discussed. 982 crimes were registered in Tiraspol, 985 criminal cases were investigated during the year. 39 road accidents were recorded, in which six people died. 16615 violations of traffic rules were detected. 129 drivers are deprived of the right to drive vehicles. 67 fires occurred, in which 9 people died during the year. Material damage exceeded 3.2 million rubles.

110 million rubles were invested last year in updating the housing and communal infrastructure of the capital. Roofs and facades were overhauled in 25 multi-storey buildings in Tiraspol, and utility networks were replaced in two. 36 entrances were put in order. Work was carried out to repair and replace elevators. Windows were replaced in 53 houses.

The line for sorting solid household waste continues to operate, increasing production speed. The complex was equipped with a high-capacity gas generator boiler. Fuel – compressed waste and firewood.

A large amount of landscaping work was carried out: 6972 square meters of lawns were sown, 10 thousand units of flowers were planted.

Repair work was carried out on 77190 square meters of road surface. 17432 square meters of road surface put in order under the program of Sheriff LLC in addition to this.

The amount of investments through the Capital Investment Fund in the capital's social infrastructure exceeded 44 million rubles. The municipal overhaul program allocated 27 million rubles. It included 41 educational institutions, three sports and cultural institutions, as well as three administrative buildings. Almost the same amount was allocated for the capital construction of four facilities: a solid waste landfill, the stadium of school No. 8, an irrigation system along the main street of the capital and the construction of a fence along Mira Street.

Oleg Dovgopol mentioned in his report that all strongpoints of the Department of Internal Affairs have been repaired in Tiraspol. He said that the fees for the ice skating rink in 2023 amounted to a million rubles. This is two-thirds of the income received by the city stadium, of which the skating rink is an integral part. The head of the city expressed confidence that after reconstruction the sports complex as a whole will be self-sustaining.

The speaker noted that he voiced general data without detail. Summary reporting information on the results of the activities of the Tiraspol and Dnestrovsk state administrations is presented on 649 pages. Copies of the reports were provided to the President, the PMR Government, the Supreme Council.

Questions were addressed to the head of the capital at the end of the report. It concerned the measures taken to solve the problems of spontaneous landfills, stray animals, and accessibility of public transport for residents of Kirovsky and other microdistricts remote from the center. They were interested in the prospects for the renovation and development of the Spartak camp, as well as further plans for the implementation of the affordable housing construction program.

The President emphasized the activities of the state administration of Tiraspol. The work was found as satisfactory. Vadim Krasnoselsky commented on many aspects voiced by the speaker and gave explanations and recommendations on the issues raised in the discussion part of the meeting. The PMR President noted the high level of interaction between the capital’s administration and various government agencies, departments, and the public, emphasizing that the role of a specific person in this matter is important – the head of the city in this case.
