The PMR President considers that the institution that requires constant improvement is public relations in the field of ensuring road safety and the corresponding regulatory and legal support. Vadim Krasnoselsky held a meeting on this matter. They talked about the current situation and measures aimed at improving it. Approaches to improving the safety of road users should change in accordance with the requirements of the time and based on an assessment of the effectiveness of existing standards, the PMR President is sure. Vadim Krasnoselsky requested current statistics on the accident. Interior Minister Vitaly Neagu noted the trend towards an increase in the number of traffic violations. More than fifty road accidents have already been registered this year (44 for the same period in 2022). 31 accidents occurred in urban areas, 14 – in rural areas, seven – outside settlements. Three citizens died, 58 were injured as a result. Twenty collisions with pedestrians (one killed, 19 injured), 16 collisions of vehicles (24 people were injured, one died), five collisions with cyclists and nine with obstacles (in all cases there are victims) out of the 52 incidents recorded. Drivers were responsible for the accidents in 47 cases. Traffic militia officers revealed 38029 violations (a thousand more than in six months a year earlier) for half a year. There are 34 facts of driving while intoxicated by citizens who were previously held accountable for a similar offense among them. 448 persons in total, who drove while intoxicated, were detained during this time. The head of the Ministry of Internal Affairs drew attention to the increase in the number of mechanical accidents. If 1213 were registered in the first half of 2022, then there were 1427 in 2023. Speaking about preventive measures, Vitaly Neagu spoke about mass checks of drivers carried out in Tiraspol and Bendery. The control measures carried out made it possible to identify 145 violations. Another verification campaign, which took place in four stages on the territory of Bendery, covered vehicles with foreign registration. As a result, drivers were found who did not pay fines in a timely manner for violations recorded due to the operation of the Safe City system. As a result, 215 people were brought to administrative responsibility. Similar events are planned to be held in other settlements.
Speaking about legislative activities in the field of road safety, the head of the law enforcement agency noted that work in this direction is carried out within the framework of the relevant Strategy approved by the PMR President. Vitaly Neagu drew attention at the same time to the fact that not all initiatives of the Ministry of Internal Affairs in this area are supported by parliamentarians. The minister announced the data of a comparative analysis, showing how much tougher the sanctions against violators of traffic rules in other states are compared to Pridnestrovian fines. In addition, there is a point system in other countries, the introduction of which Vadim Krasnoselsky considers an effective tool for preventing road safety. The President in his commentary voiced indicative figures. 628 people were prosecuted for traffic violations 10 or more times, 74 people – 20 or more times, 31 road users – 30 or more times, 11 citizens – 40 or more times, 13 people appeared in the statistics of offenses on the roads of the republic from fifty to 140 times. The fight against system violators should be comprehensive and tough, the President considers. We are talking about preserving the health and life of road users, said Vadim Krasnoselsky. He gave examples from practice confirming the expediency of tightening the rules.
The meeting participants exchanged views and proposals on the aforementioned topics. The President aimed at continuing work in this direction.
