The President took part in the expanded meeting of the PMR Investigative Committee

The expanded meeting of the PMR Investigative Committee is of a reporting nature - it is devoted to summing up the results of activities in 2020. The leadership of the department and the heads of structural divisions met at the committee. The President, the leadership of the Presidential Administration, the PMR Government, the Supreme Council, a number of ministries and departments directly interacting with the Investigative Committee joined the discussion via videoconference. The Speaker, Vyacheslav Brynzar cited statistics reflecting the activities of the committee in the reporting period, noting that against the background of the decreasing crime rate in Pridnestrovie, the burden on investigators does not decrease. 4321 cases were in progress during the year. At the same time, the number of investigators is decreasing, today these are 99 people (minus 50 investigators during eight years). The burden on each person on average in the republic exceeded fifty cases (in Rybnitsa and Bendery it reached 66). Vyacheslav Brynzar drew attention to the fact that 14 employees with already accumulated work experience in the investigative bodies went to serve in other departments during the year, they were replaced by young specialists who still do not have practical experience. The work to improve the level of professional qualifications is being carried out among the employees of the Investigative Committee on a systematic basis, the speaker informed. Speaking about improving the mechanism of the activities of the Investigative Committee units, Vyacheslav Brynzar recalled that investigators are obliged to go both to the crime scene and to calls related to the death of citizens without signs of violent actions. 2812 out of 4721 calls (60%) belong to the second category. The Head of the department considers that the presence of a local policeman is sufficient for such facts. Prosecutor of the PMR Anatoly Guretsky did not support this position. Vadim Krasnoselsky considers that changing the mechanism is permissible only if the possibility of missing the signs of a probable crime is excluded. The level of qualifications of the specialists of the Investigative Committee is extremely important in this context. The President emphasized that it is necessary to raise it constantly and regardless of the position, rank and direction of service.

Vyacheslav Brynzar referred to the problematic aspects of the activities of the Investigative Committee as the duration of the consideration of cases (the two-month period established by law was violated in 72% of cases). Among the reasons are the quarantine restrictions of last year and the long wait for various kinds of examinations. The waiting for the examination may last more than a year due to the significant workload on the specialists, stated the Chairman of the PMR Investigative Committee, citing specific examples from his service practice. Vadim Krasnoselsky considers this state of affairs unacceptable. He recalled that the forensic medical examination was transferred from the Ministry of Health to the jurisdiction of the Ministry of Internal Affairs precisely for efficiency and greater efficiency. If there are still problems in this direction, it is necessary to look for ways to solve them, the President aimed, instructing the Prosecutor of the PMR to hold an appropriate interdepartmental meeting. The proposal of the Investigative Committee on organizing psychiatric and narcological examinations on the basis of specialized hospital located in the village of Vykhvatintsy is to be discussed in detail. This will relieve the burden on the central bureaus and solve the logistical problems associated with the remoteness of the northern regions of the republic.

The growth in the number and specificity of the investigation of economic crimes was discussed in the course of the meeting. According to Vyacheslav Brynzar, only four investigators are currently working on it. Moreover, the financial damage from this type of crime is very great. It amounted to about 150 million rubles (excluding the value of the seized property) in 2020 within the framework of cases investigated by the Main Investigation Department, including tax evasion. These funds were returned to the state treasury. For comparison: the amount of compensated damage was 6-8 million per year in 2015-2016. Speaking about the investigation of economic offenses, Vadim Krasnoselsky emphasized that there is a very thin line between civil and criminal legal relations in this area. It is necessary to focus on the presence of intent when committing an illegal act to determine it, recalled Vadim Krasnoselsky. Another important landmark in the work of the investigative bodies, stated by the President, is to minimize the number of unjustified detentions of persons suspected of committing a crime.
