Kamenka: working visit of the President

The President is in Kamenka district. The President met in the meeting hall of the local administration with the leadership of the district, people's representatives and parliamentarians representing the interests of the residents of Kamenka in the Supreme Council. Vadim Krasnoselsky was asked about the foreign policy situation and its impact on the economy of Pridnestrovie. The President noted that the state of affairs in the republic depends primarily on the Pridnestrovians themselves, but at the same time external factors cannot be written off. The President recalled the economic recovery in 2019 (a noticeable increase in export-import indicators) and the negotiated decline during this period (stagnation began in the summer of 2019 and continues to this day). For example 2020 that was difficult in all respects. Vadim Krasnoselsky spoke about the events of the current year, noting that he still does not observe Moldova's desire to move forward in the negotiations. He focused on the details of a recent meeting with mediators and observers of the negotiation process. The President reminded about specific problematic aspects, the appearance of which was provoked by Moldova's inability to negotiate and the neighboring republic's failure to comply with the agreements reached earlier. He commented on the situation with the slipping of the mechanism for issuing license plates of a neutral sample. The President's interlocutors asked whether it was planned to abolish the norm obliging a motorist who is not the owner of a vehicle to have with him not only a driver's license and technical passport, but also a power of attorney. They referred to the practice of other states. Vadim Krasnoselsky noted that he will instruct the relevant departments to study this initiative.

Roads became the topic of a detailed conversation. Their condition raises a lot of criticism. The meeting participants spoke about the expediency of launching the state program for the repair of the roadbed and the construction of new roads. Vadim Krasnoselsky informed that he discussed this issue with the leadership of the PMR Government. The position is unanimous: the situation cannot be rectified without such a program designed for several years. The draft document is being developed.

We also discussed the effectiveness of the Capital Investment Fund program today. It was noted that 37 million rubles were spent from the Capital Investment Fund for the repair of Kamenka social infrastructure facilities during the existence of the fund. The program includes schools, kindergartens, specialized children's and youth sports school of the Olympic reserve, house for children and youth creativity, art school, medical institutions, parks, and houses of culture. There were words of gratitude from the audience from the inhabitants of the villages of Podoima and Katerinovka for the transformed rural Houses of Culture, from the villagers of Konstantinovka and Grushka for the long-awaited water. The addresses for which the water supply is still awaited have also been named. They said that this direction is financed from the Capital Investment Fund and through investment programs. Vadim Krasnoselsky noted that more than fifty settlements have been provided with water supply over four and a half years, and assured that work in this direction will continue up to 100% coverage with water supply.

They also talked about progress in the repair of communal infrastructure. Vadim Krasnoselsky noted that about a billion rubles have been invested in the renovation of housing and communal services over several years.

The topic of the pandemic was discussed in the course of the meeting: they talked about the costs, the prospects for overcoming this global problem, vaccination and certification of vaccinated citizens.

Among the pinpoint problems that Vadim Krasnoselsky was asked for assistance in solving, was the improvement of the legislation on public procurement. The President said that this issue had been discussed yesterday in the course of the meeting under the President. The executive authorities have been instructed to study the views of all interested parties. An extended working meeting will be organized under the Government next week.

The issue of the need to expand the network of social institutions for single elderly citizens was raised at the meeting in Kamenka like at meetings in other districts. Vadim Krasnoselsky spoke about both the moral and the socio-economic component of the problem. The Government has been instructed to study the nationwide and local need for additional places in nursing homes, as well as the situation with the staffing of the social support service.

They discussed the issue of further growth in the salaries of teachers and doctors during the collective discussion. They talked about measures designed to keep specialists in Pridnestrovie. The issue of the effectiveness of the dual education system was discussed. Vadim Krasnoselsky recalled that the essence of this mechanism is the practical orientation and direct interaction of educational institutions and employing organizations. The system involves eight technical schools, colleges and 28 manufacturing enterprises. Workers are trained in 18 really popular specialties.

The topic of building affordable housing for state employees and subsidizing the purchase of apartments in the secondary market was not ignored. There are 160 applications on the second issue, 42 of them have already been worked out, it was noted during the conversation. Housing is also allocated to orphans: about 70 people received the keys to their own comfortable apartments.

The issue of the demolition of emergency buildings were discussed in the course of the meeting. The President noted that such a decision should be made by experts and exclusively as part of the commission. It was instructed to conduct monitoring, assess the condition of the facilities and report on the findings.

Instructions were given as a result of the meeting with the residents of Kamenka. A number of thematic workshops were planned.
