Deputy Chairman of the Government Alexei Tsurcan summed up in the course of extended session the results of identified in 2018 the Year of Equal Opportunities. He spoke about the legislative news, as well as about held in the past year events and aimed at creating more comfortable living conditions for citizens with health characteristics measures. The approved plan, consisting of 8 sections includes 56 points. Each of them is in the process of implementation. In the course of the year, two dozen meetings were held, based on the results of which 66 assignments were given. New educational standards have been introduced, educational programs for children with disabilities have been approved. Support is provided for employment and vocational training for people with disabilities. Ramps and call buttons are installed everywhere. There are 85 pedestrian crossings. Sporting events are held. To start the reconstruction of the building of the future sports and recreation center in Tiraspol and the construction of a day care center for children with special needs in Dubossary. A building was allocated for a sports club for persons with special needs from Bendery. Representatives of public organizations that unite people with special needs are included in the composition of public councils and the state commission on the reception of industrial and housing-state objects. Commission for people with special needs are created. The level of wages of workers of correctional institutions was increased by almost one third part. A legislative framework has been prepared for increasing the monthly compensation payments to parents caring for children with special needs from the 1st of January, 2019.
Funds from the republican budget accounted for more than a hundred and fifty wheelchairs during the year. 46 Pridnestrovians underwent prosthetic procedures in Russia, Abkhazia, Ukraine and Germany. 97 people accompanied by their parents or guardians visit the public account at the “Karpaty” recreation center, located on coast of the Black Sea.
Work continues in prospect. The State Targeted Program “Equal Opportunities” for 2019-2022 has been developed. The stipulated amount of financing is about 5 million rubles. It is intended to purchase educational materials, braille and a specialized printer. The program includes acquisition of a bus. In addition, the project "Social Taxi" starts this year. Trial stage is in Dubossary.
Vadim Krasnoselsky says that activities, aimed at improving the living conditions of Pridnestrovians should not be limited to one year. All initial programs and projects should be continued. Under the special control of the government it is entrusted to take the completion of construction and repair work on the objects erected for the needs of persons with special needs.
As for this year that as you know was announced in Pridnestrovie the Year of Ecology and Welfare: a plan of measures to be carried out, the head of the state service for environmental monitoring and environmental protection outlined in general. It includes 92 points. It is planned to improve the condition or the need to build new landfills, as well as eliminate unauthorized landfills, upgrade special equipment. Sorting lines will be installed in Bendery and Rybnitsa. Across the country, specialized sites with containers for separate collection of solid waste will be equipped. An important task is the development and implementation of a collection system of low current (batteries). It is also necessary to find the best way to carry out the removal from the territory of Pridnestrovie of obsolete pesticides, unsuitable chemical reagents and other hazardous chemicals. The plans also include the development of an investment project for the processing of secondary resources.
A part of planned activities is associated with measures aimed at reducing the impact on the environment. Here is the formation of a register of objects that have a negative impact on nature, and the development of programs for its protection, and the organization of work on sanitary cleaning and landscaping of reservoirs. Widespread stocking of fish and biological reclamation is planned. Special attention will be paid to forest resources.
The head of the relevant state service told about various projects, promotions, competitions aimed at promoting environmental protection, as well as the settlements of the republic dedicated to the improvement and gardening. Speaking about practical measures to bring the cities and districts of Pridnestrovie into proper condition, Vasiliy Sotnikov informed about plans to install and repair children's and sports equipment, create new and improve existing parks and squares.
Having heard the report, the President recommended paying special attention to the issue of organizing the reception of used batteries and incandescent lamps, emphasizing that the public should be informed about the location of the relevant points. The Head of State noted the necessity to tighten the responsibility for incineration of solid waste. The President paid attention to construction of local wastewater treatment plants in populated areas. Another important, in his opinion, is the moment: cutting down of green plantings that should be done exclusively in coordination with local authorities.
In the course of the extended meeting the President paid special attention to street lighting. Deputy Minister of Economic Development, Head of the Department of Construction, Architecture and Road Management Ivan Untu spoke about the state targeted program. Reconstruction of the lighting networks will be continued at the expense of the Road Fund of the Pridnestrovian Moldavian Republic and the investment program of the State Unitary Enterprise "Unified Distribution Electric Networks".
8.6 million rubles were spent on works in 2018 (813 lamps were purchased, 15 kilometers of cable and wires were laid). This year 15 million rubles have been allocated for the installation of street lighting equipment. It is supposed to spend 68 million during five years of the program. Vadim Krasnoselsky emphasized that the priority direction is the lighting of rural streets.
