The Head of the capital administration reported on the results of 2022

A series of reports by the heads of state administrations has started. This is a traditional practice for the beginning of the year – the heads inform the PMR President and other officials about the results of the life of the cities and regions entrusted to them. The reporting period is 2022. Today the Head of the State Administration of Tiraspol and Dnestrovsk reported to the President. The full annual report is presented on 637 printed pages. Oleg Dovgopol in the course of the discussion organized in the format of videoconference, announced the main performance indicators of the capital's state administration and the city council, emphasizing that we are talking about joint work and common achievements.

The capital's treasury received 463.6 million rubles for the year, expenses amounted to 436 million (77.5% – social payments). Revenues of the Dnestrovsk budget – 43.3 million, spent 36.8 million. Carry-over balance of financial resources was formed in the amount of 41 million rubles the head of Tiraspol noted that at the end of 2022. The direction of their use is still an open question.

The population of Tiraspol at the beginning of 2022 was 128979, Dnestrovsk – 9636 people. The average life expectancy for women is 75 years, for men – 66 years. The first is 10% more than the second in percentage terms. 1050 babies were born (563 boys and 487 girls), 1755 citizens died in the reporting period. Both figures are lower than in previous years.

829 marriages were registered in the Tiraspol and Dnestrovsk registry offices. The wedding ceremony was held only by 126 couples in a solemn atmosphere. The decision to dissolve the marriage was made by 477 couples.

Educational sphere: 59 institutions, 3690 teachers, 14127 students, 6153 pupils of preschool institutions. 675 graduates received a certificate of secondary education, 104 of them are medalists in 2022. Correctional institutions were attended by 433 people. Financing of the education system in 2022 amounted to 218.8 million rubles. 2207 children were provided with food on preferential terms, 827 schoolchildren had lunch at schools for fee every day. Free hot meals were provided in school canteens to 120 children from families who arrived from Ukraine. One-time financial assistance was provided to the parents of 1431 first-graders. 1355 schoolchildren from 970 families received educational supplies. Oleg Dovgopol noted that the problem of staffing is acute in the field of education. The Head of the city called preferential loans for the purchase of housing as a measure to retain specialists in the educational sector. This opportunity is provided only to young professionals and young families to date. The State Administration considers it appropriate to extend this mechanism to teachers of the older age category. Another aspect that the Head of the capital focused on is the use of funds received as a result of the provision of paid services in the field of education. The amount of income was 12 million rubles last year. According to the current legislation, no more than 40% of the funds received can be allocated for material incentives for specialists directly involved in this work. Oleg Dovgopol considers it expedient to use up to 100% for promotion. The mechanism is being worked out, the proposal will be formalized in the form of a legislative initiative. The situation is similar in the field of culture and sports. Oleg Dovgopol noted that all infrastructural efforts can be brought to naught by a shortage of personnel. The President noted during the discussion of this issue in the framework of today's discussion, that he sees the advantages of the proposed approach.

109 new facilities were opened in the reporting year in the business sector of Tiraspol (80 - trade, 16 - services, 13 - public catering). 37 activity stopped doing business. 6226 individual entrepreneurs carried out entrepreneurial activities on the territory of Tiraspol. The city budget received almost 13 million rubles as payment for patents.

The network of regular urban communication is represented by 29 routes – 21 by road and 8 served by electric transport. 127 fixed-route taxis and 19 trolleybuses ran on the roads of Tiraspol every day. 5.3 million people were transported by urban electric transport during the year. A new city route number 23 was opened in 2022 at the request of citizens. It is served by electric buses. Six companies-carriers involved 260 passenger taxi units.

37 accidents were registered on the roads of the city, two people died. 14160 traffic violations were revealed. 169 drivers were detained for driving under the influence of alcohol. 115 citizens are deprived of driver's licenses. 1064 crimes were registered in the city during the year in total, 1095 criminal cases were investigated. 82 fires occurred in the city during 12 months of the past year, which claimed the lives of four Tiraspol residents. Material damage was almost three million rubles. Oleg Dovgopol noted that by today all strongholds in the city have been repaired, seven service vehicles have been purchased for the militia department of Tiraspol.

60238 square meters of Tiraspol roads and sidewalks were repaired during the year. Oleg Dovgopol singled out Gagarin Boulevard, Krasnodonskaya, Kakhovskaya, Suvorova, Fedko and Yunosti streets as the most significant. The Karl Liebknecht Street was mentioned separately, the road surface on which was repaired at the expense of the investor – Sheriff LLC. The same organization arranged driveways at the city cemetery in the Zapadny microdistrict. The amount of investments of the past is 6.7 million rubles, the area of the renewed coverage is 26808 square meters. The organization plans to continue investment activities in this direction in 2023.

Five enterprises of the capital are involved in the housing and communal services sector. More than 80 million rubles were allocated for housing and communal services during the year. They repaired the roofs of 22 houses, two facades, 30 entrances of 14 houses, modernized 16 elevators in 11 high-rise buildings, replaced the internal engineering networks of 111 houses and window blocks in 106 residential buildings. 112 streets and 88 sidewalks are being cleaned on a systematic basis. There is a line for sorting solid waste. The issue of building a waste incineration plant is being worked out. In terms of landscaping: 2186 trees were demolished or cut, 47115 square meters of lawn were sown, 8411 units of flowers, 1005 trees, 127 shrubs were planted. 3524 flowerpots were placed in specially installed structures for vertical gardening. Landings in the arboretum are taken into account. 20000 tulip bulbs and 8000 lavender bushes were rooted there. An area of 7.8 hectares has been cleared in the botanical garden, and one and a half thousand cubic meters of wood and plant residues have been removed.

Housing and communal services of Dnestrovsk in numbers. 92 high-rise buildings are in service. Green spaces occupy 99.3 hectares. The city has 16 streets with a length of 10.5 kilometers. The area of sidewalks is 23300 square meters. 1.7 million rubles were spent during the year on the overhaul of housing. Three roofs, four facades, canopies of entrances of nine houses, ventilation flues in 14 and garbage chutes in 22 buildings were repaired. Heating and water supply systems have been put in order in 17 houses in Dnestrovsk. Interpanel seams, storm drains, balcony slabs, etc. were also repaired. Two million rubles were allocated for road repairs, and 2.9 million for landscaping.

The head of the capital focused on the implementation of the capital investment program. The total amount of funds provided by the Capital Investment Fund-2022 for Tiraspol facilities is 44.8 million rubles. The foundation is 38.4 million (86%). The program included such social and cultural facilities as stadiums and courtyards of schools No. 5 and No. 18, Municipal preschool educational institution No. 2, 5 and 37, municipal special correctional educational institution No. 2 and No. 44, Aviators Square, State Historical and Local Lore museum, territory adjacent to polyclinic number 3, aviation in Catherine's Park. In addition, a million rubles was allocated in the reporting year for the repair of one housing facility – a hostel, which was previously on the balance sheet of the Ministry of Education. In general, 14 construction organizations were involved in the work in the city.

Oleg Dovgopol said that a program to support homeowners' associations was launched in the reporting year. The first year showed its effectiveness. 500 thousand rubles were allocated from the city treasury for the repair of cooperative houses. Members of the homeowners association, for their part, took an active share in the implementation of the program. It is planned in 2023 to continue such interaction. The estimated amount of funding from the city budget is one and a half million rubles.

The speaker outlined the tasks to be solved this year. For example, infrastructural plans include the construction of sports grounds at the 8th, 9th and 12th schools, the repair of the Orpheus youth club, the construction of a new building of the Spartak camp. There are developments to improve transport accessibility. Repairs are expected to cover 35500 square meters of roadbeds and sidewalks, as well as equip additional parking areas near popular social facilities. It is planned to continue repairing the overpass along Shevchenko Street and pay attention to the Svetly stream. The program of the Capital Investment Fund provides for the construction of four facilities and the overhaul of two facilities with a total funding of 26.3 million rubles. The Pobeda (Victory) Park, an arboretum, a state museum, a village club in the village of Kremenchug, and a city stadium are among the participants in the capital investment program. Speaking about the repair and construction of sports facilities, the Head of the city noted that today the existing physical culture and sports infrastructure is in demand by 150%, that makes this area one of the priorities.

Questions were addressed to the head of the city in the discussion part of the meeting. For example, the deputies of the Supreme Council asked about the development of the research institute microdistrict. There is a construction of a residential sector. The arboretum is being improved and developed. There are abandoned objects in this area that require attention at the same time. It is necessary before deciding their fate to deal with aspects of their belonging. One of these buildings is the former House of Culture. There is an idea to create a Wedding Palace on its site, Oleg Dovgopol said, emphasizing that this is not about moving the registry office, but about holding solemn ceremonies in this historic building, which would be convenient from the point of view of organizing festive events for the newlyweds.

They talked about the improvement of microdistricts remote from the center, equipping parking lots, parking spaces, public transport waiting points, indicating specific addresses as part of the discussion of city plans.

Chairman of the City Council of People's Deputies Vadim Doni noted the high level of interaction with the state administration. He singled out in terms of work for the future such areas as putting secondary roads, courtyard passages and emergency residential buildings in order, as well as the need to form a resettlement fund.

The Chairman of the Government of the Pridnestrovian Moldavian Republic in turn drew attention to the need to pay attention in the reports to the state of affairs in the industrial sector, taking into account the size of the industrial potential of the city (district). The manufacturing sector is a significant component of the economy regarding the city of Tiraspol. Alexander Rosenberg aimed "not to be afraid of expenses, but to be afraid of small incomes". Assessing the results of the capital's state administration, he focused on the personal contribution of the head, emphasizing the thriftiness of Oleg Dovgopol.

The President emphasized in his final speech that Tiraspol is the capital of the Pridnestrovian state, and should visually correspond to this status. Vadim Krasnoselsky said that the capital cannot be impersonal and should be recognizable, emphasizing that a lot has been done in this direction, progress is visible to everyone, there are plans for further development. The PMR President spoke about the necessity and demand for the objects that will be given attention this year, naming the most ambitious in terms of investments. He focused on the importance of road lighting, emphasizing that it is not only and not so much about the comfort of citizens, but about the safety of citizens. He paid attention to control in all spheres of the city's life, including in relation to the quality of food in educational institutions.

Following the discussion of the report of the Head of the city, the President gave a number of instructions. The necessary meetings will be held in the near future. The work of the state administration of Tiraspol and Dnestrovsk was recognized by the President as satisfactory in general.
