The Capital Investment Fund 2021: healthcare facilities

The President held a working meeting with the participation of the leadership of the PMR Government, the Supreme Council, the Ministry of Health and the Ministry of Economic Development, as well as the heads of state administrations of towns and districts of the republic. They talked about progress in the implementation of the Capital Investment Fund 2021 program in the ​​health care. It includes about fifty objects under construction or overhauled. The originally approved list is undergoing changes. Some projects, upon a more detailed analysis, turned out to be more difficult to implement than originally anticipated, and therefore more expensive. It is necessary in this regard to make a decision which objects to take into work in a priority order and with which to postpone. The meeting participants consider that scattering attention and resources across multiple locations means stretching implementation time. They discussed today each point of the program with an indication of the amount of work already completed, forthcoming and additional work. Separately they focused on the problem of late fulfillment by some contractors of their obligations and low quality of work. Specific componies were named. Among them there is an organization that built feldsher and obstetric stations in the villages of Dubossary district, Dubovo and Koikovo. It also was “distinguished” in the Rybnitsa district. An inspection will be carried out on behalf of the President, following which the damage caused to the state will be determined. The construction company will be obliged to cover the difference if the amount of work performed does not correspond to the prepayment amount. In any case, the organization has already been included in the "black list". It will be replaced by another contractor. They came to the conclusion during the discussion of this issue that during the tenders, smaller legal entities often win. This is due to the fact that the current legislation provides for preferential taxation for them. Conceived as a measure to support small and medium-sized businesses this rule in practice turned out to be not as effective as expected. The Government will have to revise the provisions of the law, ensuring the operation of the principle of fair competition.

The meeting with the Government will be devoted to the topic of unscrupulous contractors. It will be held within a week.
