This week, the PMR President Vadim Krasnoselsky announced Budget Message to Deputies of the Supreme Council, the Government and administrations. Concluding his speech in the plenary hall of the legislature of the republic, the President noted that he tried to compactly outline the main guidelines and priorities in the work on the main financial document of the country of next year. Today, more detailed discussion took place in the studio of the TSV channel about some aspects reflected in the message. It was said that this targeting document is based on the provisions of the Pridnestrovian Development Strategy for 8 years. Vadim Krasnoselsky noted that any program document in its essence, including the budget message, is a tool for implementing the overall strategy. “Even in the most difficult or negative situation, you must have a plan of action. Strategic planning for 8 years allows us to coordinate forces and means, to know where we are going and what we are doing. Planning in the Strategy is detailed, accessible and, most importantly, realizable. We tried to create an implementable Strategy, and not a document for the sake of the document. All items are achievable, we have to work”, said the President.
We spoke during the interview about infrastructure changes, updating the road network and how this is perceived by society.
“We all talk about respect for the Pridnestrovian people. What is it made of? Just a cultural talk? To give an interview? I think this is not enough. This is a departure from the topic. Respect must be earned not by word, but by deed ... People should feel related to themselves through life. We do everything only for people. One of the principles of our state is to build a socially oriented society with a market economy: whatever the economy earns, it’s all for the people. Schools, kindergartens, sports and cultural facilities are all for people. Increasing pensions and salaries. This is an integrated approach.
If we talk about infrastructure, every Monday I conduct video conferences with the heads of state administrations, and they report to me how many accidents occur in a city or district. For example, Tiraspol - 220 accidents per week. Bendery - about the same amount. I do not even want to assess the criticality of the situation. The entire infrastructure has fallen into disrepair, has exceeded all terms of operation: collectors, pipes. One day a disaster can happen that will have tragic consequences for people, not to mention the elementary absence of hot or cold water. Therefore it is necessary to invest in this industry. There is water in the tap, there is heating. It is not visible, but people see its absence. To whom a complaint will be made? To the President.
As for the roads, in the Budget Message I spoke about the transition to new technologies, including concreting of roads, laying paving slabs and asphalting, but taking into account new technologies. Together with the Government and heads of state administrations we came close to this issue, a plan of measures was developed. I think that even before the beginning of next year we will have an experimental section of roads using new technologies. This is concreting in Tiraspol and asphalting in Bendery. We will start with these cities and will smoothly move throughout the country. If everything works, I think the citizens of Pridnestrovie will appreciate the quality of the roads. Today, of course, work is underway, but the 21st century dictates the need for new technologies that reduce financial costs and increase the durability of roads”, shared Vadim Krasnoselsky.
Expansion of lending opportunities for business and the public - instructions from the PRB, that were voiced during the announcement of the budget message. The TSV journalists asked why the country's leadership is paying such increased attention to the housing issue, and how it was possible to get the deadlock out of the way.
“I, as the President, meet with work teams. Question number 1 at all meetings – is housing. It should be affordable and with the ability to take credit. It was necessary to find way out of this situation. I was a young specialist with a young family, and I perfectly understood that housing fix a person in the republic. Started with unfinished, gray boxes stood for a long time. It was necessary to bring them to a normal state, to create housing cooperatives, but so that the apartment in the "gray" version costs 7-7,5 thousand dollars. In another position, I implemented such projects, so I assumed how much an apartment could cost. Starting in September, we will put the housing into operation in Tiraspol. This is about 400 apartments. Young and large families, young specialists will receive housing in these houses. There are more people interested than apartments, therefore in Tiraspol there is a prospect of development of the construction industry. The PRB is instructed to develop a mortgage lending system so that the risks are borne by developers and banks, not a citizen. I know about skepticism on the Internet that the President is a dreamer, but we did not react to it. We have proved with deed that we can complete the construction in the shortest possible time. We started only in September last year to clear the territory and create cooperatives. And this year in September-October we are already putting into service. Is it bad? Starting construction, we proceeded from the need for housing in settlements. In Tiraspol, this is problem number one. We plan to build housing in other cities in 2020.
The next direction is subsidies. What's the point? This year we are buying 70 apartments for orphans on the secondary housing market. Funds are budgeted. This is also a breakthrough, because orphans have not received housing for many years. In this case, the system works like this: we do not impose housing, a person chooses housing himself. At the same time he has nothing to do with money, the transfer has passed, he got an apartment and is satisfied. The apartment can be, including furnished. Here we propose a system of subsidies, which will be multi-level. The average employee will be allocated in the form of a subsidy of about 10 thousand dollars. The point is that a person concludes a contract for 10 years and, in fact, is obliged to work in the public sector for 10 years. Every year 1/10 of the amount will be withdrawn. After 10 years, the apartment is property. If the contract is violated, then consequences ensue, including those of a judicial nature”, explained Vadim Krasnoselsky.
They talked in a television studio about employment, about the fictitious prestige of certain professions and about what the level of remuneration of state employees depends on. “If you noticed when I talked about capital investment fund and determined the amount, then its adjustment in the direction of increasing or decreasing. It all depends on the real situation in the economy. We are committed to the best. But in any case, we will give it to people, either in the form of capital investment fund, or in the form of a wage fund. Salary growth is a strategic task that I set before the Supreme Council and the Government. Behind every workplace, behind every person are paid taxes. Not to mention the employment of the population. A good example: when implementing the program of investments in 2018, about 160 million rubles were spent, and more than twenty-six million taxes were received, they returned to the budget. Funds are invested in the economy, jobs are created, but at the same time they come back in the form of taxes and go back to development”, the President noted.
In the block of social issues from TSV journalists there is the fate of “Veteran” stores and the prospects for improving the situation in the health sector. In the first aspect, the President noted that the large retail network’s stores had taken on the social burden of providing preferential services to retirees. Opening the second topic, he cited specific examples of administrative irresponsibility and mismanagement, spoke about the course in which work is currently being done to improve the situation in the medical sector of the republic.
